thats a great skill too and extremely underrated.
man its the biggest war killer i know (which is great cause i hate wars).
seeing as how wars have exactly 2 pips of en regen, heal sig is one of their moset used skills, and they tend to clump and attack the same target, panic just kills them.
sometimes i take a degen heavy build w/ disease, illusion stuff, and panic and spam them, just watching the other team go nuts and imagining what might be going thru their heads or team chat.
its actually a pretty bad build but its fun to use

I love using panic and Ignorance on a bunch of warriors, (no energy, and no healing sigs).

For the W/Mo's or other Secondary classes with heals, I just have my interupts ready (and blackout).

And Leech Signet/Diversion for anoying skills like Troll Ungent.

Oath Shots' downsides are that it's a Bow Attack, ranger skills in general don't have a long recharge, and you've got QZ and Serpent Quickness to help spam ranger skills without use of the precious elite slot. Many many people with Ranger secondarys can make use of this skill, but havn't even given it the first thought .... which is fine with me...the longer it will aboid the wrath of the nerf
Ranger secondary? Don't make me laugh.

Now, read the description AGAIN:
Elite Bow Attack. If Oath Shot hits, all your other skills are recharged. If it misses, all your skills are disabled for 10 seconds. (50% miss chance with Expertise attribute of 7 or less)

Defensive W/MO - Healing Hands
Offensive Warrior - Hundred Blades (try using that skill in Nolani after opening the gate on the Char, they die in seconds )
