What's wastrels there for? You wont' be able to use it while you're blacked out.
Also, I think you're approaching blackout wrong. It's good for mesmers who have energy problems, because it lets them do something useful while they regen energy. It's useful for warriors and IW mesmers because they can remain useful while blacked out, warriors can use it at the end of an adranline spike and finish off their target more easily.
Rangers don't have energy problems, and besides throw dirt this character doesn't really do anything but shutdown one character for a short amount of time. An e/mes clapper would be pretty neat though, since it can be useful during and blackout and at all other times.
Turning every match from 4v4 to 3v3 isn't that useful considering that blackout can be placed on a build that's useful in other ways as well, and can turn a 4v4 into a 3.5v3, or something like that.

ww then blackout, and when you have their monk shut down the whole game it does make a difference or a caster while doing the 49 damage and so, making that 3vs3 in your favor, also you can add arcane theivery and crippling/pin down to this build

It's not 3v3 in your favor, 3 damage dealers beat 2 damage dealers and a monk, if they have a shutdown mes (who can interfere with multiple targets, or shutdown + damage) it's even worse.
Also, throw dirt and blackout are both touch, if you wanna use both, that monks gonna have a significant amount of time to heal his team.
One more (important) thing... this build's entirely reliant on qz, as it's pretty useless when blackout's down, and throw dirt has a really long cooldown. If I'm a caster of any type, blacked out or not, I'll be spamming my call on that spirit until it's down.

That is so wrong, in CA the randomness wont always gurantee that situation in most cases it wont, hell, some cases one guy can take out all 3 ( not at once of course ) for instance my dark aura nec can wipe someone clean fast if they cant heal fast and I mean FAST

Um I hope you do know throw dirt is for defensive purposes and can be switched out if wanted

Not entirely, 4 second wait not a big deal, if your teammates are smart they go for the monk, so for as long as that spirit up the monk should die within that time period only problem is stupid noobs not attacking the monk, and ya go ahead and spam that spirit im sure people in CA will attack it............

So we're talking CA? Anything that takes advantage of stupidity rules there. Dark aura necs, touch rangers, tank monks, spiteful spirit and backfire, etc... all work only because you can rely on at least one of your opponents being a moron.
A ranger with blackout is far inferior to warriors or IW mesmers with blackout. Because the build works against the sort of people who die 3 at a time to a dark aura nec when they can simply walk away from one another is not justification that it's worth doing over other sorts of shutdown builds.
Also, knowing that we're talking about random arena, one more problem arises with your build: your team won't be built around quickening zephyr. If you're lucky enough to get a monk, or any cast at all on your team, you're going to be screwing them over. A good faction farming random arena build should not rely upon a spirit that will sabotage your own team.
Example of why this bad: 3 dps + 1 monk vs You + 2 dps + 1 monk. You shutdown enemy monk and yourself in the process, 3 enemy warriors, unhindered by qz utterly destroy what's effectively a team of 2.5, since you're out of commision and you're halfway shutting down your own monk with qz (esp since most CA monks don't understand energy management).

Well if you read the title, it said builds that annoy the hell out of people not faction farmming,gvg,HoH, I can argue you with you all day how this build is effective or not, doesnt change the fact being disabled the whole game is annoying as hell

What is the point of annoying the hell out of people when you can't do anything with the build. Great job, make the battle last longer but sooner or later you will eventually lose.

Don't forget to lay an EoE first, then sac to death when your monk is low on health. Laying qz first couldn't hurt either. This n/r may be the most annoying build ever.
