Replace Lightning Reflexes with Tiger's Fury. Its recharge is much much quicker (10 seconds)

Oath Shot basically negates the recharge and to go into Tiger's Fury would mean putting points into BM, spreading points over 5 attributes. Tiger's Fury doesn't have the 75% evade that LR has as well.

As a R/E, consider the spell Mark of Rodgort from the Fire magic line combined with Conjure Flame. For 8-18 seconds, the target will be set on fire for 1-3 seconds each time it's hit with fire damage. And although pure damage is nice, I would recommend Apply Poison as a preperation instead of Kindle Arrows, or perhaps using Apply Poison and then Kindle Arrows. Then again, I have a 'poison all the enemies in a cycle' fetish, so don't mind me.

the fragility ranger does the most damage when i use rangers, but you have to remember to hex stack, or its just a waste of time as monks/mesmers will have that hex off in no time.

The thing with using Oath Shot to refresh Lightning Reflexes, instead of Tiger's Fury is you'll still only have it up less than half the time-
10 or 11 seconds a time, and factor in the extra time to fire off Oath Shot, which refreshes every 20 seconds. And also there's the extra energy of Oath Shot.
I tried it myself for exactly your reasons (and the fact it doesn't block your other skills for a few secs, and you don't need to concentrate on keeping it up every 5-7 secs)but usually go with Fury cause it saves a skill slot & a bit of energy.

Why would you want pure damage... rangers are known for (apart from notoriously sucking) being able to survive in harsh conditions. Although this is stretched, you'd have to at least incorporate troll unguent/healing spring with an evade skill, or you might as well go air ele and have fun casting 250s on unsuspecting monks.
