Gale and Lightning Surge will not knock over a hydra. What's that all about?

Well, it's pretty big. I imagine that it would be hard to knock over. The devs may have found that knockdowns made farming too easy, so they changed it.

The issue you rose was more to do with, why is this spell not doing what I thought.

It doesn't relate to any computer failures or crashing etc, but is probably nothing more than a change in game code on Anet's part.

If anything, if you had put it in Sardelac or Riverside, you would have had a lot more responses by now too.

There are several types of enemies who cannot be knocked down: giants, giant herders, dolyak riders, etc... I haven't tested on Hydras, but it is very possible that they cannot be knocked down as well.

As Lasaeth said. Giant or Larger Mobs cannot be knocked down. Purely for the fact that they are to huge. I assume Anet is trying to get a feel of real life into the game.

They don't actually fall over, but there is a period where they cannot attack/move.

Right, they lack the "fall down" animation, much like flesh golems. If you use a spell like aftershock while they are frozen, you'll see that they are indeed "knocked down" from the extra damage.
