I dont like the monk 2ndary for the Ranger I find it limiting. For me I think some good choises are Mesmer, Warrioar, and Necro.

well to answer that question look at the skills that have no linked attribute, since you don't want to spend points on it.
Warrior: Brings things like frenzy and flurry, which help attack speed, also if you get bored later, many warrior skills will work with expertise
Elementalist: Glyphs, useless
Monk: Resurction, status removal, etc, this is the best party-friendly choice
Necromancer: Geneth's balance and Plauge signet, yah no
Mesmer: Not many of the Memsers no-attribute skills jive with ranger
so I'd say warrior or monk

Ive tried going R?me with epidemic as a the skill i sue fro spreading "conditions" and it doesnt require any attributes in it however, I didnt care for it as it never seemed to work the way I thought it would. Now, I am a Ranger?Monk with Judges Insight however I rarely use that bc the expertise doesnt help the cost of that and I use my energy on random Ranger skills.
What "may" be cool is a Ranger/Elem and use some sorta of onjure "something" and combine it with your "something" (air, fire..) bow. I thought about doing that but I dont use an Elem bow so that wouldnt help me. Only thing is, you must put something in those attributes to make it really effective and youve stated that is not possible.
What I would do is look at a site that lists skills that are under the "no category" section and see if any are cool.

Say Huh? Epidemic + Posion Arrow? Fevered dreams + apply posion/pindown/throw dirt? Poision + Conjure Phantasm? Energy Tap / Energy Burn + debiltating shot or Ether Lord? Mesmer is a great companion class to the ranger.

I'm prolly the wrong person to ask since my R/Mo uses a lot of smiting. However if you just put one or two points in Healing, you'd be handy to have for res, or to keep your pet alive if you take one. I use healing breeze on my wolf all the time, but it saves me from having to take both comfort animal & troll unguent since I can use it on myself if the healer's running low on energy. Sometimes I'll take Succor out and cast it on my wolf, since he's not gonna be casting any spells. The only other no-attribute thing I really use with it is Purge Conditions, but only in certain areas (like the poison archers & swamps in Kryta). Or you could do Martyr & Purge Cond's if yer just feeling really nice that day.
But on the note of the Mesmer 2nd, don't count out Echo as a good 'no-attrib' skill. Although it increases the duration with higher Illusion points, if you're just looking to spam Penetrating shot or something, you use it pretty fast anyway and don't need Illusion attribs. You can do three of them in a row if you've got the energy boost gear for it.
Echo + 3 penetrating's in a row = 35 energy.
Making your enemy wonder where all their health went so fast = priceless.
(note hunter's or determined shot would only need 20 energy if yer running low)

Read the Wind/Favorable Winds speeds up arrow speed, not attack speed. Tiger's Fury/Frenzy/Flurry speed up attack speed but not arrow speed.
I like R/W since Warrior is the *only* class (besides Ranger) whose energy skills ALL benefit from Expertise.

Yeah but u can still stack Tiger & Read the wind u'll attack faster and the attacks you perform will move faster to its target + you'll get damage. I mean the all ranger HoH build is
Quick Shot
Tiger's Fury
Read the Wind
Favorable Winds Spirit
and whatever 4 skills
