Barrage bot
I was thinking of using the barrage bot build for pvp maybe replace a few skills though.
Barragebot
Ranger/Monk
Expertise 10, +3 Rune, +1 Hat
Marksmanship 11, +1 Rune
Wilderness Survival 7
Smiting Prayers 7
Barrage
Penetrating Attack
Hunter's Shot
Debilitating Shot
Pin Down
Troll Ungeunt
Judge's Insight
Lighting Reflexes
Would this be a viable build? I have a zealous shadow bow of enchanting 15-28 so that if i hit 3 targets I get 3 energy back

Cut Troll Unguent off that list. If you're in a team that can't heal you, you're not in a team that's worth being in. Or just use Healing Breeze... it's a little pricey, but the Zealous string should keep you at a working level.
What are you using Lightning Reflexes for? 60 second recharge time? No thanks... try Tiger's Fury. Also, Wilderness Survival? Is that for Troll Unguent? Like I said, Healing Breeze > Troll Unguent. 3 Second cast time doesn't sound like a lot, but it really is.
Other than that, it looks fine... in PvE, you might want to drop Pin Down and take Res Sig or Restore Life... Tiger's Fury is exactly what's missing from this Build... but Lightning Reflexes solves that nicely. 4 points in Beast Mastery will get you 7 seconds of it. Distracting Shot should also be considered. It recycles in 10 seconds which can be annoying but use it against people who are trying to Resurect... or any powerful skill that takes a long time to cast.
EDIT: Now that I look, you said strictly PvP... yeah, cut Troll Unguent AND Healing Breeze... no self healing is needed... and if it is, you've either already lost or your monks are not doing their job... or you've run out of healing range.

Hey, I've been wondering something about Barrage and this seems like a fairly logical place to ask. What happens if you use it with Ignite Arrows active? If three targets are standing close together and you Barraged them all, would you get three overlapping AoEs from IA? Seems like that could be a pretty big damage dealer.

No, Barrage would cancel Ignite Arrow. Read the description. But by itself, Barrage is good enough...but in a PvP environment, people knows how to spread out rather than stand still to let you pound them with Barrage. Unless of course...they are running Healing Seed and smile when you hit them with Barrage.

I would also suggest getting a different bow. Shadow bows are slow as shit.

yeah I learned that the hard way =[. One last thing forgive me for sounding newbish, to get +3 in my armor would 3 minor expertise runes work or 1 minor and 1 major work?

if u look around at the guide, it will be most helpful...
i suggest taking out most of the attack skill and use barrage and a disrupting attack while enchanting urself.
also... lightning reflex is no good... get something else that speed up, for ur case... probably tiger's fury, and as u wont need any wildness survival u will get enough attribute.
usually ranger is targeted last, so dont worry about needing heal that much if u place urself at the right spot.

How about one superior (+3)....you can only have one rune (total)..of any given type.. Regardless of which it may be; minor, major, superior..only the largest value modifier of those runes is going to work. Putting a +2,+1 in your armors..will get you only +2..for the one major rune.
You get rune options, yes, but they are not unlimited potentials. One of each primary profession attribute on your character. Choose wisely. (You can replace one by applying a better grade of rune into an armor piece that has a lesser grade in it already though)
