You can buy it from the skill trainer at Maguuma Stade. Check the skill detail to see where you can get a particular skill from; I believe that most of the information on this site are up to date.

Dam i checked all towns at all skill npc's no one sell heheh .. -_- there have to be boss with it .. if anyone know plz share the info =]
