Default Weak War?

It seems my warrior is just really weak. For some background I am using a max dmg sword, +12%dmg when health is above 50%, and health +25 and i've customized it for +20%.

Here is my current build W/E:

Gash
Sever Artery
Final Thrust
Savage Slash
Frenzy
Hamstring
Conjure Lightning
--I usually switch it up here--

My stats are

Srength 10+1
Swords 10+1
Air 9

On a lot of mobs and warriors I find myself hitting for less than 20 dmg even with the bonus from conjure lightning. Is that normal? With strength that high I would think it would penetrate a little more. I also have been looking for a way to be able to take some extra hits, I feel like I'm a pretty soft warrior.
My main concern is figuring out why I feel like I'm doing such puny dmg. A lot of the time monks seem to tank as good as warriors but I'm assuming they're casting very defensive skills.

Lastly, are there any suggestions for an elite skill in this build? I refuse to go full tank warrior because in PvP the warrior is generally the last to be attacked anyways.
