You might have UNLOCKED them for pvp use, but did your character actually get access to Nightfall by the quest Sunspears in Kryta from Lionguard Figo? After doing that quest, you would pick up Battle Preparations, which would allow you to get 2 monks, 1 warrior, and 1 dervish. PvE characters must obtain the heroes themselves, and cannot unlock them to simply obtain them.

FYI: You will get them as L15. Dont be scared, even at this level they still surpas Henchmen with good builds and good equipment, and are okay-ish for normal mode HP

Yeah, but you can get them nearly to 20th level just by doing the quests in NF once you get there up to the Consulate dock.
Don't forget, Land of Heroes is a good way to farm Sunspear Points. You get 4 per kill plus extras, so redo the quest (leave early) till you get just under 1000, then finish the quest normally. You don't get the bounties (which offer double XP too, good for bulking up your Heroes), after you have 1000 Sunspear Points. Should take 2 runs to get close to 1000, and then 1 final run. The mission is also useful for capping some NF elites that are normally only available later.

Yeah but why u want heroes for ring of fire? U can jsut use henchman aswell..

Probably, but Heroes > Henchmen if you have even limited build knowledge, if for no other reason than customizable gear and flagging.

Take your Heroes through Thunderhead Keep a few times. I think it takes about 3 times to get them to lvl 20.

Ya the ability to get BETTER gear on heroes make them far more valuable than henchies.Not to mention the ability to tweak the skill bar according to needs.
