AI isn't good with Protective Spirit or Guardian in my experience. You're better off with RoF (they aren't great with it, but you'll get something out of it), and Aegis.
Not a huge fan of Heal Party due to the expense, but it works. There are cheaper alternatives that work a little better on heroes in my opinion though. Heroes are good at burning though energy, even with GOLE.

I use boon sig on my heroes, but I generally bring an N/Rt IV/Wail of Doom necro as support for party heals etc.

I never really have a problem with setting my monk on defend/aggressive since they aggro anyway. There's no real tank (Since I'm usually a caster) and I rarely bring melee heroes. -shrug- Dismiss is kinda meh, my heroes seem to do well with Foul Feast on the necro + dismiss on the monk.

Actually, heroes are better with Guardian than they are with RoF. And you're right about them sucking with Prot Spirit.
If I had to rank hero monk's ability with prots, it would look something like this:
1. Aegis
2. Shield of Absorption, Shielding Hands
3. Guardian
4. RoF
5. Prot Spirit & Spirit Bond (MUST be red-barred and micromanaged)
I always give hero monks Aegis and SoA, and then sometimes Guardian, Shielding Hands, or a red-barred Prot Spirit if I want a third prot in there.
Also, you're right about Heal Party being really bad on a hero, even with GoLE. But I wouldn't agree that the cheaper alternatives (like LoD or Divine Healing) are really worth it. For hero monks, I would recommend just dropping party heals altogether.

That's a pretty standard and effective hero monk build, I see no problems there. I would recommend Cure Hex for your hex remover and Dismiss Condition for your condition remover. The attributes are fine too; they match the skills on your bar (10 prot is needed for the SoA breakpoint). You might want to consider using a minor healing rune instead of a major though, giving you a 14,10,10 attribute spread. But that comes down to personal preference IMO. Many people swear by minor runes, and with good reason, but I don't think it makes too much of a difference in general PvE. Definitely go all minors for PvP, however.
Consider GoLE to be your "optional slot". If you ever wanted to add another skill in there for certain situations, GoLE is what you would drop. Just remember to adjust your attributes accordingly depending on what you add. If you add Guardian, for example, then you need to raise your prot to 11 to meet the breakpoint.
The only thing you need to address now is the weapon.
Heroes are at a bit of a disadvantage because they can't weapon swap like we humans can. As such, I would recommend 1 of 4 options:
1. 40/20 heal staff with 20% enchantments
2. 40/20 prot staff with 20% enchantments
3. 20/20 heal staff with 20% enchantments and +30hp
4. 20/20 prot staff with 20% enchantments and +30hp
You definitely need the 20% enchantments mod because of Aegis and SoA. The only decisions you need to make are: 1. Where would you rather have the cast time bonus, heal or prot?, and 2. Would you rather have two cast time bonuses, or one cast time bonus and an extra +30hp?
Personally, I would go with the first staff that I listed, unless I was worried about their health, which case I would go with the third. My reasoning for choosing healing cast bonuses over prot is that your hero monk will cast heals much more often than prots, but you really can't go wrong either way (especially considering the 2 sec cast on Aegis).
The 40/20 staffs will be a little more expensive because you'll need to craft & mod them yourself. But you can get the 20/20, 20%, +30hp staffs in green: Droknar's Healing Staff (heal), Droknar's Protection Staff (prot), and Jayne's Staff (prot).
Also, generally speaking, you hero monk should have a sup vigor rune (major is fine if you can't afford a sup) and all survivor insignias.

still so far all the builds i have seen here don;t work too well on heros. if you want THE BEST hero builds go observe some top hero battles. I am not ranked top 100 in HB but i know quite a lot of people that won;t do 1v1 with heros against me becuase of my heros. I am banned from entering our alliances Hero vs Hero comp coming up for this reason...

I can do 4 man against the titans no sweat with the Glimmer and ZB Prot monk and a support Rit, R/P or other with myself as an Ele. They work very well and very rarely do they need micro.
As you see, there are no rezzes on the monks. I am a firm beleiver that MONKS DO NOT TAKE REZ. EVER!!!! If they have to stop and rez someone for 6 seconds, then people will die. I tell all my PUGS and friends that my monks don;t rez. People should take rez and leave the monks to heal. If you watch HA, GVG, etc, the monks never take rez. Why should they in PVE? /endrant
