IV is bad. There's really nothing going for it.

i didnt think that i needed any more healing then what is there so i figured id add some more damage, and IV can put out some decent dmg.
Also i changed Weapon of Warding for Pwk

IV is crap. Really, really crap.
The armour boosts in HM reduce the damage done by IV to rather pitiful amounts. Cracked armour will help but not enough to merit small burts of AoE cold damage from a healer's elite skill.
Besides, I don't think you have enough healing.
I recommend dropping your current monk for a E/Mo ER Ele:
11+1+2 ES, 10 Prot and Healing
Ether Renewal, Aura of Restoration, Infuse Health, Prot Spirit, Spirit Bond, Patient Spirit, Dwayna's Kiss, Aegis
Feel free to drop Patient Spirit for something else (or DKiss).
I don't much like N/Rts, but I usually manage on that ER Ele bar and the healer henchmen, so a standard N/Rt healer should suffice with that.

Unless Virulence is used after Fevered Dreams, it's more or less wasted and only the disease will be spread around.
The only useful condition it inflicts is Weakness - just take Enfeeble or Enfeebling Blood.
I also note you have 6 heroes, but only one human bar specified.
I would recommend the 2nd human either be a AP-MoP caller or replace the FD Mes as a N/Me (or Me/E, which will also work).

i have to go now so ill consider the other part of that post later. But as for that last part... I plan on using this with my second account, not another person, so that is why i didnt create another human bar.

i still believe that this is the best elite for that spot right now, if i find that i dont have enough healing then i will switch it out for Xinrae's weapon.

i did think about using a bar like this, but i wasnt sure how well it would work without constant upkeep of ER, but if you tell me that it works effectively i will try it out.

i find that more often then not, FD will be on the target and virulence will be used after, Making it quite affective.
I'm still pretty clueless on the paragon. I was thinking about bringing Its just a flesh wound, but i havent decided yet

Too bad conditions are useless in PvE, except daze in the very few exceptions. PB spells are funny.

Weakness? Yep, near 66% damage reduction on that big physical that can hit squishies for over 300 damage is trivial. Especially when your hero monk/ele is thick and only prots with PS reactively (and after he uses Spirit Bond).
Can't think of any good uses of cripple either. It's not as though I would ever want to stop mobs spreading out quickly or I ever need to kite.
Cracked Armour? Yep - useless. Ignore all the non-armour ignoring damage that's increased by it.*
Daze? Yeah, very few situations where repeated mass interruption of enemy nukers or healers is useful.
*Well... elemental damage is shit anyway.
