Not too fond of either to be honest.
I'd be more inclined to say the N/Mo if it weren't for Heal Party and Rebirth. I might also say the Glimmer of Light is better than WoH for a Necro.
If you were a physical player with these heroes, then the N/Rt allows you to take Splinter Weapon but has nothing in the way of prots. For that reason I'd take the N/Mo (Aegis and PS are nice) unless I was a physical with Save Yourselves (then I'd take the N/Rt for Splinter Weapon).
Actually I wouldn't bother with either of these builds, but I would take an E/Mo with Ether Renewal and stick some defensive stuff on a MM or something if I was a caster, or a SoS Rit with Splinter Weapon if I was a physical.

Depends on the area, whether you're in NM or HM, what your build is, what other heroes you bring along, which henchmen you pick etc.
Regardless of build my vote goes for Livia.

If alone with random heroes N/Mo. N/Rt if in a team build such as Sabway or Discordway that has Prot support from another hero such as the MM.

The N/Rt appears to be the better straight healer. It can additionally offer a little bit of damage. The N/Mo build, however, will probably save your party more often because of the blocking and damage reduction skills.

It also doesn't help that you don't list the other two heroes and what you are running as well. Is prot or heals more important? Can you not outsource the prot or the heal?

I've always used the N/Rt, I've just found the elites more appropriate, don't ask why :P
I understand people's dislike for rebirth, and I agree res belongs on support class but I like Heal Party on the N/Mo. With energy from SR and SoLS it's more than capable of using it sensibly. If you find it's ruining it's energy management, then just disable it and micro it as you please, it's not difficult to see when your team is under heavy degen or has taken a group spike. Having said that, I think Protective was Kaolei is more useful in that situation.
