Best HM...
I've heard some people saying Necro is the best H/H HM character, why is that? and if it is not, which one is it? and what hero set up is used?? ( I dont ask for builds only for guidelines of hero setup)

There is no 'best'. Some are more useful than others, and it often depends on what profession you're playing.
As to Necros, they're powerful because energy helps the team kill and killing gives the Necro energy. They synergize with themselves. Also, people probably say Necro > all because they're stupid Discord worshippers. You can't really justify using all 3 hero slots on Necromancers. I use one for an MB and another for a physical support Smiter, but thats about it. The other 2 slots are usually Rits (SoS/ST/SoGM), an ER, or something more situational.

I think most people who make that claim have an AP bar fueling Discord in mind. You can feel free to disregard them if that's the case.
Not that there's anything wrong with AP bars, just that I doubt the credibility of someone who would say that necros are definitively better at H/H when the subject is still very much up in the air.

Heroes are passable at some things, and horrendous at others. Necro's make good heroes because they are horrible at managing energy which SR compensates for, however the thing that heroes are the worst at is managing reddots/bodyblocking which is why I would say that the easiest classes H/H on are warriors/sins and to a lesser extent dervishes. This is true to such an extent that you'll often have an easier time by playing going melee even when you're using a caster class.

i myself play as a necro and have for the past 2 1/2 years. i've tried other professions but none were close to as enjoyable for me as necro. now if you ask me what profession is best for me and only me it would be necro but for other people it would be other professions. i personally can h/h almost any area in hm (havent found one yet that i cant) and i've vanquished countless with me, the heroes (sabway), and henchies. it really comes down to which profession you like more bc most likely you'll play better if your having fun. thats my opinion at least :-)

Necros benefit from the typical H/H builds of Discordway and Sabway. Unfortunately, in the end game areas like UW, Slavers, Urgoz, Deep, DoA, or even BLA, pure versions of these builds tend to come out short.

Necromancer heroes, as has been pointed out, are reliable due to Soul Reaping being such a powerful primary.
Paragon heroes are viable due to the fact that unlike melee heroes they wont spend most of their time running uselessly back and forth between targets and the fact they can now maintain aggressive Refrain quite well.
Ritualist heroes also work quite well, though I feel this is because a blind mentally challenged wombat could spirit spam equally as well as most people, even if they relied solo on having a seizure and mashing the keyboard with their wildly thrashing limbs. The Hero AI can easily keep up with this level of gameplay.
Monk heroes also work quite well, I have never had that much trouble with Hero Monks failing to spam healing or prot on recharge.

don't forget about mesmer heroes -- they have insta-interrupt abilities.
I've been combining 2 roles into 1 lately, a n/me minion bomber/panic/dom hero. It's pretty slick.

I disagree with AP bars with necros being the best builds for simple reasons, any area with quick or heavy hex removal will make it nearly impossible to get kills, also the northern shiverpeaks, tons of Mark of pains. Therefore i beleive the best build for H/H anything is 2 rits and a necro,most people use 1 SOS rit and 1 SoGM rit with an MM. What i use is 1 SoS, with 1 soul twisting with Shelter, union, and displacement. For the minion master i take the usually, bone horrors and jagged bones, however instead of the usual death nova and blood of master i take putrid explosion and rising bile. I prefer this build because I discovered as my Olias was casting death nova on every minion and staying back, so unless i pulled mobs to me Olias and his minions wern't in the battle unstil most of the mob were defeated. Because this builld is so defensive, you really wont want to run Imbagon. I am a warrior so i run earthshaker and for henchmen i bring 1 healer henchie, 1 ele, 1 dom mes(if they have 1) and a necro. I have done just about every vq with this build in EoTn and tyria for now i need 4 more elona and 5 cantha for the title and this build just blows threw every vq. i think you didn't ask for a guide but here goes 1 for ya. build works amazingly well for everything guildwars related.

HAW! HAHAHA! Sad, but true. Slightly off-topic: most people make good spirit spammers under those conditions (mashing keyboard with thrashing limbs). It's an easy job that takes no brains. (Of course, I mean no disrespect, and if you wanna get into spirit placement and other technical things, it's another story.)
I agree that there really is no "best" in the game, both when it comes to H/H in normal or hard mode and as PC characters. It all depends on the situation--what area you're in, what prof you (and other actual people) are playing, what red dots you're up against, time of day, the position of Venus, and the current Euro exchange rate. I think the price of silver also factors in, but only on Tuesdays.
That said, I like roaming with a mostly balanced team and I (usually) avoid FOTM.

LOL!!!
I asked myself this, because I went to do the quest WANTED: Kasandra. I failed pretty hard killing those pro whitemantle, they have nasty builds IMO. My sin gets owned with empathy of 70 dmg, and if I remove it instantly, 2seconds later there is a new one put one... what to do with H/H those wanted quests? (HM ofc)

Pull from outside the fort and to the side which can allow an easy body block and mob ball. The FC buff combined with spam happy bosses makes empathy painful. I just used an ER hero and countered spam with spam (spirit bond)
