7 Heroes with Mesmer Suggestions
Here is a team build I made up.
I will run either of the top 2 builds. Mostly the Keystone and occasionally the panic. I just wanted to ask you guys.
Are my player builds decent and how my team is and what should I have in my last 2 slots?

your builds seems decent, they will pull truh the most i would say..
but, two heals?!
thats not going to take u a long way...
N/rt Healer,and maybe an SS< IF you dont have panic.

Some disagree with using defensive spirits with a MM but I've have been using them both together just fine and with the raw power of the dmg output with Spirits and Mesmer dmg stuff dies faster than it can do a large amount of dmg and with a high specced Soul twisting a hero can keep displacement, union, and shelter up forever. and I'm a fan of SoGM on the Aggressive spirit spammer.
You should add a dedicated N/rt healer can never go wrong here OP heal + Life and never ending energy, and your choice on the last spot I use the defensive rit like I mentioned above but a Paragon with anthem of Envy, hexbreakers, etc will also complement nicely,

I would agree with that, I've been running a rit hero with union/shelter and displacement plus a MM bomber and whilst it may not be absolutely perfect in terms of synergy it works fine enough.
I'm currently running something like this on my Mesmer primary:
1. Mesmer (Me) - Panic plus usual domination skills.
2. Mesmer hero- Ineptitude + illusion skills.
3. Mesmer hero- Keystone signet + signet skills. (you could use psychic instability).
4. Ritualist hero- Soul twisting with shelter + union + displacement. (sometimes best to manually cast in the ideal order if you enter an area and expect a large spike in damage).
5. Ritualist hero- SOS + Bloodsong. Ancestors Rage + splinter if you have a melee in. Usually take a couple of resto heals as well.
6. MM bomber hero- AOTL bomber with some prots.
7. Monk hero- Healing Burst and two more heals. Some condition and hex removal.
8. One slot open to put in whatever you want depending on area. Often I put in a N/Rt healer, Ele air/fire/earth or a Monk ROJ smiter with SOH if there is a melee in the group. I wouldn't recommend a SS Necro if you are running Panic and Inept as it defeats the purpose. You could change the ST rit to an SOGM one for more damage and use the spare slot for an Ether Prot if you wanted. I'm not a fan of SOGM though and find i kill quick enough without it.
With minions + defensive spirits it provides a decent amount of defense meaning less healing needed (hence why i usually run with one monk plus a couple of heals on the rit in most areas). There is enough killing damage from the minions + spirits and the mesmers.

I would suggest taking E-surge along with pve skills and also bring another mesmer hero and use the 3rd one for either PI and rit skills (support) or Ineptitude.

I was advised by a friend of mine to replace one of the heroes for a warrior to ball up the enemies.
should i?
and if so which hero should i replace?

Melee heroes AI is terrible, even if you put them on fight heroes on guard will often start attacking before your melee hero does anything. And if the hero gets caught in some AoE he will run at least half an aggro bubble away from where the AoE is in a random direction.
If you're playing a caster I'd strongly recommend having prot spirit on a hero and you ball up the mobs yourself.

with all that energy loss from E-surge you really should bring aneurysm for more one-target dmg
