Default Merc Hero's energy will not increase

My Hero team consist of 3 mesmers, i use 2 merc's and gwen, all have the same weapons and runes but one of my merc's energy is stuck at 33, when it should be 42. Anyone else having this issue? I tried logging out, no luck.

Or is the merc holding an item spell? That would negate energy gain from weapons.
