In Nightfall...
I'm pretty sure there isn't any place in Guild Wars where you can just farm spear mods. If money isn't an issue, you can just buy any spear mod at 500g-2k ea (and a +30 for like 3k).

Been there, tried to do that. Mowed down giant areas of Nightfall. Opened chests, normal and HM. Spent a couple days at it. And not a single spear mod!
This has always been one of the weaknesses of the game that I hope is not repeated in GW2. There ought to be a way to craft a weapon mod same as you craft a weapon. But there is not.

Funny enough i had this problem ages ago and even thinking deep and scouring wiki i came to a conclusion - paras must suck that bad that even anet made them the minority class in not only pve for players but as foes as well.
All other classes seem to appear more - specially sins and rits although many will argue yes they play a big part as foes in cantha but id say in reply then wouldnt paras be more abundant in nf .. dervs are.
Theres 2 ways to look at this , a: as paras are not widespread it may mean farming them is a bit easier as you know where they are .. b: spear mods are def gonna be a lot harder to farm.
What did i end up doing ?
I ended up buying all my mods of other players and even that took a while of hunting around places hoping to see a seller.

do chestruns @ boreal station (eotn).... you will get tons of spears ;-)

Now wouldn't that be a kick if weapon mods were generic and adapted to the weapon you were attaching them to?
Furious Weapon Mod, not Furious Sword Hilt, Hammer Haft, etc..

Nightfall, EotN, and as already stated, EotN *CHESTS*. I've procured many 20% enchant mods, +30 health, as well as 10% furious, zealous, and 20/20 sundering...
