Interesting. Maybe I just can't pass up the opportunity to kick the ever-loving crap out of a horde of Stone Summit and that's how I ended up fighting the little buggers all this time... I'll have to try this next time I log on.

When I have run kilroy boxing for chests, it takes around 1:40 turnaround time if the chest is in the first 2 rooms (ettin/2 wolves). Pretty slow, worse than Boreal...

No , Kilroy is straight run and its about 1-2 min. Boreal is 1-3min , they are pretty much the same. When you are relying on those times , the place you run is not the main prob , the main prob is rezoning time . There is where your seconds fly away .....

This is kinda irrelevant, as it's there regardless of which farm you choose... However,
Maybe if you're running with 1GB or less of memory, crappy/slow HD access, and/or a sub-par processor. Rezone time for me is like 10 seconds MAX (2GB RAM, sata raid 0 striping, core 2 duo), but more like about 5 seconds typically.
/resign is TERRIBLE for kilroy, as you have to wait 10 seconds , and then it puts you FAR AWAY from him to re-enter (better to map-travel and still FAR AWAY). In Boreal, /resign is pretty much instant, and you're about 2 seconds from the zone portal (if you enter/exit/enter at the beginning)...
FWIW, MAX boreal runs take 2 minutes, if you actually run over the bridge past the res shrine to the MOB haven. I usually stop *around* the bridge and resign, with about 1 in 10 runs coming up empty. I have had some bad strings at times, where 2-3 runs in a row are empty - but also see about 1-2 runs in 10 where 2-3 chests pop...
EDIT:
Did some run timing:
Kilroy: ~0:10 to run to him in town (including selecting quest instance for entry)
~1:20 to get to chest in wolf room
Boreal: ~0:02 to run to zone and enter
~0:50 to run past bridge and scan full north-west for chest (0:40 when chest pops by bridge)
BUILD: [build prof=R/A exp=3 wil=12 sha=12][Shadow Form][Death's Charge]["I Am Unstoppable!"][Dwarven Stability][Dash][Natural Stride][Feigned Neutrality][Heart of Shadow][/build] (allows maintained 42% increased run speed with max EotN title)
Kilroy apparently has the advantage of chests dropping armor, which can net sup vigor rune (apparently not possible in Boreal)...
If still working on drunkard, worth quaffing 5pt(3pt) alcohol at entrance and running the full 2 minutes to MOB haven then /resign, as you'll get 3 alcohol points for 2 minutes run...

the thing is, boreal is much faster - pack 3 heroes with paragon skills and youll be even faster and i suggest carry dwarven stability when using dash, helps alot

doesn't anyone do CoF chest runs? there's usually 1-2 chests in 2min and it seems faster than boreal, or at least is a good break from it.

this isnt that fast but its a fun one, I chst run in SoO occassionally, some good drops there are Serrated Spears and Draconic Spears.
I've tried it on my warrior ranger, paragon, and sin, just take running/healing skills and take the para secondary and take CTT and you should be fine but try to avoid all the monsters possible.

Well it is not, zoning doesnt depend only on PC ( mine is great dont worry ) and that is why average lyssas mirror is better. Is about 5 chest in 6-7min and has better drops.

Im almost on 7k chests now and im not going back on boreal or whittman. Per times+drop+rezones killroy and lyssas mirror win imo. Not to mention builds are easier.

I already maxed my treasure hunter title...here are some thoughts:
1) Mirror of Lyss HM SR (2 min max) - great for elite tomes farm, most items are junk, but some ruby weapons salvage into gems, so take advantage of it.
2) Boreal HM: Generally quicker than Lyss but less rarer drops. Only once in a blue moon can you get a serrated spear. Tome drops are common.
3) Kilroy HM/NM: Boring run, and very bad reload times.
4) SoO HM/NM: Farmable using perma, start at Sparkfly and go to Vlox entrance (and slightly past it to gate), rezone in Vlox, and repeat backwards.
5) Bogroots HM/NM: Use two accounts for this. First account is idle in lvl1. Let second account chest run whole of lvl1, its pretty easy with perma. Kill some rit bosses for fun if you like chance at elite tomes. Then have account 1 rezone to sparkfly.
6) Domain of Fear HM/NM: Ghostly staff/,magma shield farm, everyone knows this. Easiest with perma, but war/monks/others w/remove hex can also do it.
Tip: Use 2 or more accounts and load them on same map, while running chest on just one account. There is a small chance you can get lucky and get 2+ elite tomes drop.

I used to always run in Boreal Station for chests, which is in my opinion the fastest way to get along the title, although that was in HM. In NM it's another story... It seems alot less chests tend to drop then . Does anyone know the fastest area in NM? As now I discovered in NM you get much less Lucky points, and equally Unlucky points, and I also want both of those titles maxed (not to mention NM is also cheaper), I'm going for NM.

witman follys nm be your best bet for nm chests 2-3 chest in 2-4 mins, lots of armors [mostly purple] and non inscriptable tyrian junk weps

Fastest chest run I have found was Gyala Hatchery. After you learn where the chests spawn it is really fast. You just need to learn when to stop a run if you have already gotten 3 chests, and the last spawn is 2-3 mins away. Faster to restart. I have opened 15k chests now and have found this spot best(nm anyway) I have been able to farm 65-70/hour here (55+ is pretty easy here)

There is one thing missing from this thread, Chest running for lucky points!
Does anyone know any good locations where low level chests can be run with ease for lucky points? I finished my treasure hunter title and only need 200k points to max my lucky but if i see boreal station again any time soon i think i will go insane!

I always ask myself this question, is there even such a thing a the best place to run? Is a High end dungeon more worth it, or any high end place for that matter.

It all depends on what you are looking for.
If you're looking for specific drops from the chests, you'll have to run in specific zones where those items drop.
If you're looking for Lucky/Unlucky points, you'll have to run where you have a high chance to retain/break Lockpicks.
If you're looking for Treasure Hunter points, you'll have to run where you can hit the most chests in the shortest timeframe.
If you're looking for Wisdom Seeker points, you'll have to run where you get a decent amount of gold item drops (and you might find it easier to just buy unid'ed golds from other players).
