I would use self heal instead of endure pain as well as an IAS.you might want to change your attributes around unless you have sentinals.

Just some thoughts in general.
You have Triple Chop but not Cyclone Axe. I would assume them paired for the AoE effect, otherwise perhaps Eviserate or something.
You are running 3 Tactics and "Watch Yourself". It doesn't really do enough to warrant using at that level does it? It's a good party help skill absolutely but, only if you have some attributes in Tactics imo.
Good job on slotting a rez of some kind at least. I don't prefer Resurrect myself but it's at least there.
Endure Pain should be left alone. It doesn't really help as much as you think.
Ya, and the Leroy charge is.....not good...

I would suggest changing Endure Pain for any IAS, other than that it is a workable build.
Concider changing your secondary to Rit and replacing Res with Splinter weapon, drop STR to 10 and put the excess points in Channeling.

You have 13 Strength and no strength skills. Putting points into strength for armor penetration alone is a waste. Divert some into Tactics, I'd go 10+1 Tact and 8+1 Strength. That gives you a +20AL WY!.
You need an IAS. For PvE, take Flail.
If you're going to run a triple chop axe build, you're probably after AoE damage. Take Cyclone Axe, as said, and Whirlwind Attack.
Penetrating Blow is an adrenaline, take either a self heal or Disrupting Chop.
Resurrect is a bad skill. Take a Resurrection Signet.

Looks like a bit of a random build as it is.
Notes:
Take off your major axe rune, go for minor. 14 axe 13 strength is standard.
If you were in my party I'd ask you to run 14 axe 11 strength 8 tactics and spam watch yourself. Maintainable +16-20 armor is extremely useful, I'll often have warriors coordinate watch yourself chains.
You've got dismember, that's good.
Should put cyclone axe and whirlwind attack after triple chop if you're going for AoE damage, the combination of those 3 skills will actually put out a fair bit of damage across a mob which makes you earn your place in a group.
Ideally:
Triple Chop
Whirlwind attack
Cyclone axe
Dismember
Flail
For Great Justice
Watch Yourself
Rebirth or Enraging Charge.
Rebirth is a great skill which can save your party from a complete wipe, although many people will say not to carry it.
Both triple chop and cyclone axe will run you out of energy a bit, however, unless you carry a zealous (useful).
Flail and whirlwind attack are both excellent skills from NF.
You know I think I'm actually going to cap triple chop and use this build.
Normally I'm either one-hit charge Earthshaker or Dragon Slash+Save Yourselves.

Drop 3, and switch 7 for body blow if you can. Add frenzy or flail as an IAS. I'd consider dropping endure only because if you have less than the amount of HP it gives you when the skill ends, your PC dies.
Also you don't have to add AoE damage if you don't want to. Triple Chop is fine by itself. However if you do want another one, you can trade out penetrating blow for whirlwind. Now if you are planning to use this in PvP, I'd drop AoE altogether.
For your res, rebirth is better (or maybe res chant).
