15/-5 is crap. The only difference between that and 15^50 is that you'll have 5 less energy. Unless you spend the large majority of the time under 50% health, which shouldn't happen (you're either about to get healed or about to die), so for the most part it's 15% unconditional.

It's not crap, it's just more of a niche inscription. Since I run very adrenaline-heavy bars, with FGJ and Enraging Charge being my only two energy skills 99% of the time, it ends up being the least conditional damage inscription for the bar I run. Even with Enduring Harmony, which I don't use anymore, I still always have that last 5 energy completely unused, and energy denial, when I do encounter it, is never that much of a problem for obvious reasons.
It's easy to get nuked in HM and sit below 50% for a while when I don't have the option of running my hero team and have to group with human monks who are not as fast. I end up sitting below 50% more often than I'd like to admit between SY, the nature of pugs, and just being the only frontliner in the group, which happens almost every time. None of my friends play healers/protters as mains either, so even though we play together a lot, we're always grouping with some random monk/rit/necro/ele guild or alliance mate.
So no, it's not crap. It was actually a brilliant idea on my part that works the best for my purposes. Your mileage may vary. As was already said, it doesn't make that much of a difference anyway when you have an organized team. But in our not-so-perfect world, it doesn't always work out that way, and even when it does, well, I think I've made my case on why it's the most efficient for me.
