It just needs to deal double damage while enchanted with mending and it should be pretty balanced i think

Too powerful (whatever this means post derv update ), since hitting multiple enemies would fuel its own really fast adrenaline charging. You could add a recharge, but that would make it too similar to Triple Chop/Whirlwind Attack IMO.

Someone has been playing too much WoW or D&D, that is not what cleave means.

True talk: Way back when someone did some math on cleave. Remember that when you use an adrenal skill all other skills lose one adrenaline, while that is "gained back" from the attack, it is a net gain of +0 instead of a net gain of +1. From a strict DPS standpoint, if you have 2 or more adrenal based attacks in addition to cleave, then the constant use of cleave actually lowers overall dps compared to eviscerate as the other attack skills will be used far less frequently.

Cleave = slice straight through a target. D&D represents this by letting you follow through with the attack to hit another single target in melee range. No idea what it is in WoW though. in GW terms some kind of effect on extra targets wouldn't be uncharacteristic.

Perhaps a different kind of 100B-type buff? For 5...15 seconds, whenever you strike with an Axe attack you also hit another adjacent enemy.

Using Cleave in an axe chain gave virtually the same DPS as Eviscerate but without any Deep Wound (factoring in the DW would have put Evisc way above Cleave).
This isn't too much of a consideration for PvE since half the time, you're not going to be attacking a single target for too long and the quick damage burst from Cleave is nice.

Cleave is half the cost of Eviscerate, but doesn't cause deep wound. I don't think one skill is better than the other. There's really only a handful of good elite skills for each profession at least in PvE.

There are many rubbish elite skills, Cleave being just one of them. There's Victory is Mine (which used to be a favorite of mine before it became so nerfed due to PVP overuse), Flourish, Whirling Axe. They are virtually unusable in my opinion, due to better skills that fill the same role.
