Like I said, hitting 4 foes at once, or a single foe three times with one attack seems like it might make up for a slower attack rate.
I'm somewhat surprised, however, that people seem to be generally in agreement that this would be superior to a Ranger's damage (with the possible exception of difficult energy management).

You're missing a cover enchant for SS. Believe it or not, there are monsters who do strip enchants.

Try this build for a laugh.

Spawning @ 11+1+1 (or +2-3 since you have vital wep)
The spike does this @ 13 SP:
The spike can go higher than this quite easily. Just depends on crits and the damage the bow does. Not uncommon to do 400 damage with the first triple shot.
And without the attack skills it does this:
The spike is a little slow to set up but when you let rip it can take down pretty much anything in a few seconds. And you'll need a few seconds break to regen energy after 2-3 spikes (depends how many needlings you need to kill something) but even without using the attack skills you are still putting out some high DPS.
It's great fun for a change

Having played through NF with my rit to cap Spirit's Strength, I now realize that it is completely superfluous to the build. If I'm doing ~600 damage to each enemy in a group (Channeling 16), the extra bow+ss damage (around 40) is all but invisible. I would often end up using spirit rift to deal some extra damage because SS was so underwhelming. Taking damage was also a non-issue with a shortbow for attacking and longbow for aggroing; by the time they got close, they were almost dead.
Taking out SS frees up 9 attribute ranks and an elite. Considering that I had almost no problems with energy (roaring ethers being the exception) and wasn't using adrenaline skills, casting spirits, or holding a bundle, most Rit elites are pretty useless for this build. Barrage seems to be the logical choice to emphasize Splinter Weapon.
I'd also like a long-lasting, non-weapon IAS. Rampage as One came up, but Never Rampage Alone has nearly the same effect, except that it lasts longer. Sure, it takes 3 slots, but the "combo" is only 2 skills, and NRA provides IAS, some bit of healing, and an extra tank. Obviously, I'd want a hearty pet.
I'm considering something like when I'm going in with heroes:

With runes of attunement and a zealous bow, NRA's energy cost shouldn't be restrictive.
