edit: after trying this out i made a few tweaks... take a look
type: this build is for shutting down damage dealers ...the purpose of this build is to spread dazed and blindness as much as you can in PVP (probably AB). Works especially well countering all the SF eles running around out there... used this in Random arena and won 10 straight...and EVERY fight had SF eles in it.... frigid armour is good protection against the flame and if you choose to bring cautery then its free condition removal. when a melee enemy gets close use blazing spear and steam.. for the blindness. you can effectively shut down the high damage players the whole fight..

-awe
-blazing spear
-steam
-Stunning strike-elite (or cautery sig)
-natural temper (edit- leaders comfort)
-frigid armour (or glowing sig for energy)
-armour of mist if AB (or rez signet)
att:
attributes divide between leadership, spear, and water (or command and motivation for sheild usage)
Problems: low defensive capabilities...(need a good healer/condition..hex remover)) ...energy is not a problem with full radiant armour...
(shock and awe was inspired from untested build in wiki...thought it was a great idea...)
your thoughts greatly appreciated...what changes could i make to make this more worth while

Natural temper only works when you are NOT under an enchantment. Frozen armor is an enchantment.
Your aim should be to keep Frozen Armor constantly on, and therefore natural temper is useless.
This may results in not gaining adrenaline quickly enough to use Stunning Strike.
Shock causes exhaustion. If using water magic hexes (eg Rust), you could try the Elite skill Gust. Tenais wind could also provide a non-elite knockdown without exhaustion (if foe is attacking).
Stunning strike needs a condition to work. Blindness caused by steam is fine, but stunning strike has high adrenal requirements. If you already have awe causing dazed, maybe you can swap stunning strike for cruel spear to give a deep wound to somebody who is already dazed.
Frigid Armor + cautery is a good condition removal combo as you will not be set on fire by using cautery sig.

Thanks for the input..i was wondering why I wasnt gaining more adrn?? lol
I just switched natural temper for a heal and it rocked in random arena.... Ill post a screenie...10 straight wins for glad point and 9 flawless victories...
tactics: dont be the first to run in..wait for your team to target first...then you go after high damage caster or monk... I was shutting down eles pretty much the whole game...(you are completely immune to SF eles..they hated me)
start frigid before you run in... select a taret to shut down and use shock=awe first...then start chuckin spears at the target (interupts) when you get enough adrn use Stunning spear...continuing the daze...if you are close to killing target..spike down with blazing+steam...
variations: you can replace the heal for another spear attack..(probably barbed) and in AB you can replace rez for something else...i would imagine armour of mist would work well...you can replace the elite with cautery (free condition remover) but i seemed to like the extra damage and mantaining daze better....
(you have enough condition spreading skills that disrupt works very well... i was using blazing sp. + stunning spear and it worked fine... not to mention...awe...and steam...and ...also...because most of the time i just stood there chucking spears for interupts adren. is not much of a problem)

First, I'll say I never tried your build. Secondly, I've never tried most of your skills. So based on my view on the descriptions of your skills...
Drop Blazing Spear for Barbed Spear - less adrenaline requirements.
Drop Shock and Awe, as awe needs a kd enemy, and Shock requires you to be in touch distance and causes exaution. Get Burning Refrain, and Go For The Eyes. GFTE will give you constant BR.
May I ask why you have a shield that requires tactics?
So take my advise and question with a grain/lb of salt, as I haven't used most of your skills.

well ...pick me...
first off... you should read the purpose of the build first.. it is not built to do damage or protect....but rather to shut down those who do... (specifically good against searing flame eles which run rampant in pvp) the best condition for preventing casters from casting is daze... and an effective way to prevent melee is blindness... this build will accomplish both...
the great thing about shock=awe is that it requires no build up like stunning spear does... you can shut down an SF ele the whole game from the start (as long as you are not targeted right away)
so ...the more dazed the better... for this reason shock and awe is an excellent combo.
If you droped blazing spear you would not be able to trigger steam effectively... and you will need this when melee fighters start to target you.
the exhaustion is not a problem as you will not be spamming shock that much...(again please read the above posts) and being in touch range isnt much of a problem because of the armour levl ...many touch builds have less.
and the sheild doesnt matter what requirement... since there are no attributes in command or motivation, you could grab a req strength sheild and still get the 8 armour and health and stuff... (i do recommend having a focus swap for extended battles)
go ahead and try it... if you like interupting casters its a great build...
and it takes the para out of the styreo type of ...prot/heal/damage...
