This guy has req 7 shields with a 13 defense. I'm not sure if the +20 health mod can be replaced though.

any ideas on where the req 15 is?

Req7 Armor 15 stuff can only be found as drops; no collector has them, and you can't craft them AFAIK.

eotn: raptor farm in Rata Sum, and wurm farm in Boreal Station...both areas known to drop low req near max gold/blues...shields, in particular including heraldics...GL
