The stats are all over the place, the skills are mainly all offensive. This is all pretty sloppy lol. So thats why i need your help.
What i want in a build is too be able too buff everyone too deal X more dmg, mainly what a para is made to do.

to be honest your attribute split is horrible.
you should really invest in a maximum of 3 attributes only. Spea mastery, leadership and then either command, moti or tactics depending on what skills you want to use and what type of shield you have.
you also want your spear mastery at at least 12 if you want to contribute any serious damage.
I suggest you drop the tactics and motivation and visit the hero skill trainer in sunspear great hall when available to get [[there's nothing to fear].
also run [[go for the eyes], [[slayers spear] and [[swift javelin] as soon as you have access to them.

get to lv 20 pick mot or command
Motavation= overall team help heals, hex condition removal
Command= alot of party wide dmg buffs,
main alotment should be in Leadership your primary, alot of builds run well 12-9-9
12 leader
9spear
9mot or command
with runes you could run14 9 9 which would give you 7energy on return with a 8man party when you use a shout or chant

I think the most used Paragon build "Imbagon" is listed on there as PvE Focused Paragon if i recall right.

Yup basically what has already been said, stick to a max of 3 attribute lines.
When i first started with my Ranger i did this for a while, I now never run with more than 2 attribute lines most of the time, same can be said for a few other heroes and chars. The others are a 3 split max, usually to pick up some skills from my secondary but ive found that a "pure" character can be very useful too.
I run an imbagon, but ive set my command to 7 and use a crafted shield from Blacktide Den, nice cheap option and its only a few points off your AL which is already high.
IMO id avoid Slayers Spear until your playing in full 8 man teams and even though high energy cost attacks can drain you pretty quick with a max of 30 (yes i know leadership is your energy management before anyone says but at the start of a fight it can be hard to put up Aggresive refrain and still have enough left to throw some big attacks in).
Most of my fave attacks are adrenaline based

Others have already commented on a 5 attribute split being bad-so I'm not going to focus on that. How I setup most of my para attribs is something along these lines:
Spear 11+1+2 (this is headpiece with a major rune-you can also use a minor for 35 more health and you're only loosing like 3-4 DPS)
Leadership 11+1 (The best bang for your buck for energy gain is having leadership at 12. In addition, at this spec your [[Aggressive Refrain] will last 21s, allowing you to upkeep it with things like [[anthem of flame], [[anthem of weariness] and [[theres nothing to fear])
Command/Motivation 8+1 (This is to met the shield req and most shouts have a decent return at 9 spec. Depending on what kind of paragon you want to be you might have to balance spear with these.)
Now lets take a look at your skills.

[[spear of lightning] is good-decent damage, AP, good recharge. Plus it's elemental damage bypassing some warrior armor. However, be careful with this as it won't stack with [[order of pain] or [[order of the vampire].
[[wild throw] isn't bad-but it isn't good. For general PvE it's an adrenaline hog that is easily supplanted by skills like [[spear of redemption]. This is only useful in places with alot of block stances, and even then it's high adrenaline cost can make it unwiedly.
[[barbed spear] is a no no. Sure bleeding is nice....but degening a foe takes freaking forever when you can spend one more adrenaline and do some real damage.
[[leader's comfort] is okay at low levels, but once you get serious it's the worst thing ever. 2s for a mediocre heal. No thanks.
[[anthem of flame] is good-at a 12 leadership you can use this to upkeep AR. I prefere [[anthem of weariness] myself, but Flame can be used on a Motivation bar.
[[Watch yourself] isn't bad, but it's easily supplanted in PvE by [[save yourselves]. If you want to give your team armor run that.
[[for great justice] is meh for a para. I only use it on my Imbagon to make up for the 15s downtime in [[focused anger].
[[resurrection signet]-why take this when you can take [[signet of return] and not only have a powerful rez, but have a rez that's reusable?

Actually a para is built to provide damage AND support the party. Remember-you have two types of support-offensive or defensive. Sounds like you want to be more of an offensive buffer. I'd recommend (off the top of my head and using some PvE skills):
[cruel spear][spear of fury][spear of redemption][anthem of weariness][go for the eyes][there's nothing to fear][aggressive refrain][signet of return]

The usual split for paragon builds is usually either:
Spear Mastery: 11+1+1
Leadership: 11+1
Command/Motivation/Tactics: 8+1
OR
Spear Mastery: 12+1+1
Leadership: 11+1
Command/Motivation/Tactics: 6+1
Run the first split with a r9 AL 16 shield or the second if you can get your hands on a r7 AR 15 shield*.
* Or a r7 AR 16 shield, but I'm assuming you dont have one or the money to buy one. If you have, you don't need my help.

Ok iv fixed my attribs, Im replacing the skills.
There is one problem these skills:
- Spear Of Redemption
- Anthem Of Weariness
I dont have Eye Of The North, what could replace these?

Anthem of Weariness could be replaced by [Anthem of Flame], like you had in your first build. I do prefer Weariness, though.
As for Spear of Redemption, there's just nothing else with a similar cost+effect. Assuming you're running Richardt's bar - you're not running any way to increase your speed of adrenaline gain apart from [[Spear of Fury] you should take something cheap - Nightfall's cheap adrenaline attacks suck, so I'd probably go for either [Spear of Lightning] or [Swift Javelin] if you've got Orders, Aegis, something along those lines on your heroes.
I guess what I'm saying is, EotN is cheap

I had enough trouble tracking down a r7 15 AL shield...I didn't eve know that r7 16 AL shields existed.
Anyway, on to the topic at hand, one of the most abusive builds for Paragons is found here, although if you did a search for paragons you'd also find it. It has probably the best Imbagon build and builds for paragon/dervish heroes as support, but if you level 17, that's probably a ways off for you.
It does take a while to get all the peices of the build together however (in particular some of the pve-only skills).
If you're just starting through Nightfall (and, again, if you're level 17, I'm guessing that's likely), then the elite you'll most likely be using is [[cruel spear] which can be obtained just after doing the Consulate Docks mission. The rest is pretty much covered by the other posters in this thread.
