Normally I'd say stunning strike, but for FoW, Imbagon is the best chance of clearing it.

And if you didn't know, an imbagon is a paragon that uses adrenaline gain buffs to constantly keep up [Save Yourselves!] on your whole party, reducing damage by about 85%. They use the elite skill [Focused Anger] coupled with [For Great Justice!] to allow unlimited upkeep of double adrenaline gain, while under the effects of [Aggressive Refrain].
