you can have as many minions as there is corpses to get them from!!!!!!
As for being a Fire MM your friend is going to run into some SERIOUS problems..... first of all Raising minions takes ALOT of energy and so do elementalist skills...... with this build your looking at being constantly drained and it seems very ineffiecient! just my opinion but thats how it seems to me, i tried this build, not as MM but as Self-Battery NUKER~
FUTURE PREDICTION ON BUILD
~ Looks like he would be using Fire Magic to do dmg, which will drain his energy.....In result he will NOT have the MINIMUM of 15 mana to raise a minion.....

for pvp, you must re create your character completly, for pve you can just change your secondary profession and get the hats for that build ie: the curses hat with +1 curses, that and a sup curses rune

because in pvp you can not change your characters second profession without deleting the char and making another.
