I believe there is a build or two for E/N. Look at the Elementalist Build Thread.
There might be a N/E build as well in the Necromancer Build Thread, you should check that out too.
Things I suggest that you don't do as a E/N is MM. It can be done, but without Soul Reaping, and runes for Death Magic, MMing is not very good for an E/N.
Sorry I can't be any more help to you, as I do not have a E/N.

Well...read through skills.
Apparently the premade ele/nec build for pvp is just worthless IMO almost all of them are.
I can think you up a build or two but first tell me if you're prophecies or factions or both?

I would switch your secondary as energy management isnt really an issue with elementalist with OoB. I wouldnt stress too much about finding an "E/n" build and just find an ele build you want.

E/N Melee Hoser:
Ether Prodigy
Aura of Restoration or Parasitic Bond (Recommended in PvP)
Shadow of Fear
Faintheartedness
Deep Freeze
Blurred Vision
Maelstrom (PvE) or Ice Spikes (PvP)
Strategy:
Simple. You'll shut down enemy group melee attacks. Use Deep Freeze to startby locking down the enemy warriors/assassins. In PvP they'll usually bunch together as they attack one target so this should be easy. Follow up immediately with Shadow of Fear and Blurred Vision. This will reduce the attack rate and hit chance to nil for about twenty seconds. Deep Freeze will come to an end. In PvE, you should then drop Deep Freeze on the enemy casters followed by Maelstrom (use Ether Prodigy if you're running low on energy). In PvP, you should follow up with Ice Spikes to keep them rooted to a spot while your fellow team mates attack. Use Faintheartedness on warriors or assassins that get next to you. Use Parasitic Bond to cover hexes and regain health. This build combines degen with a speed debuff, so touch rangers shouldn't be a huge concern. I've used this build to good effect before and know that it works. Enjoy.

I use a Ele/Necro...so far its been a pretty good combo...I have no prob killing Lvl 20 Minotaurs and hydras in the desert...
My skills go like this..
Flare-Hey it still kicks Ass, and it has that wicked re-cast.
FireBall-Flare but bigger and badder+ with splash dmg.
Firestorm-I like it more then metor, it just seems to hit more.
Aura of Restoration- good for little health fast(easily broke tho).
Lava Font- for those "up close" times(has scatter).
Well of Blood- use mostly for Team...but works well I have found.
Life Siphon- easy one here..it takes from them, and gives to you.
Sig of Rez- always have it handy.
Now this is my first build with ELE...so forgive any useless skills other may think I use.
I am not overly found of the Air magic, and water just seems to be to slow to cast.
My atts go something like this..
Death Magic-6
Fire Magic-11
Energy Storage-7 ( I think this is right)

I played E/N troughout the PvE game and what I usually went for was degen+support i.e most often with alot of points in fire and curses (or sometimes death).
Can't remember the precise build but it was something in line with:
curses: (for supporting your team and get the degen going)
parasitic bond: -1 + health for you
faintheartedness: -2 + 50% lower attack speed
enfeeble/enfeebling blood: gives enemy weakness
suffering: -2 to multiple enemies
Spiteful Spirit: an elite that is good and easy to catch pretty early in the game.
death: (when you grow tired of curses )
virulence: "If target foe was already suffering from a Condition, that foe suffers from Disease, Poison, and Weakness for 3...13 seconds" I.e: immolate + virulence = pretty nasty
well of suffering: ~-3-4 degen
Necrotic Traversal: poison enemys, at a random place. (this one is actually quite funny to play with, when it works but a bit usually not worth the hazzle, but hey i needed another degen spell in the death line =)
fire:(to make _some_ damage, I made sure that the enemies burned! burning is -7 in degen if i remember correctly. )
immolate: 3s of burning
incendiary Bonds: 3 more s of burning
Mark of Rodgort: up to 30 s of burning with using your fire wand.
Mind burn: 6 s of burning (later in the game)
other:
fire attunement and res sig. i also know i had soul feast at times to give me alot of health pretty quick.
tactis:
hmm.. i usually started of with suffering so that you get multiple enemies with it before they scattered, then parasitic bond, faintheartedness and enfeeble on meele units, change target, parasitic bond, spiteful spirit, immolate, IB... something like that. =)
That was pretty much what got me to fire island and a bit further, after that I had to re-specc a little but a lot of the curse spells where still staples in my build. (just love the fact that faintheartedness + enfeeble makes the melee units worthless for about 20s at an energy cost of 15)
I had much fun playing the ele class like this, I dont know if it suits you tho. Good luck with your ele!
