I have been running this build in RA for quite some time now. Wins aren't actually that hard to be honest, as long as there are atleast some halfway competent people in your party.
The build focuses around Health regen/Stealing to keep you alive and deal significant damage.
Class:
Necromancer/Mesmer

9 SoulReaping 8+1
10 Domination
Skills:
Vampiric Gaze
Dark Pact
Blood Drinker
Life Siphon
Life Transfer {E}
Mark of Subversion
Shame
Ressurection Signet
Basic layout of the build is...
Start out with a Life Transfer, going straight into Life Siphon for the cover hex. Next, if you are killing a Monk, make sure to keep casting Shame or Mark of Subversion whenever possible; they make for great interupts (and damage if using Mark). It is pretty much constantly spam Dark Pact and Gaze every once in a while if health gets lower. Blood Drinker is great for when your health is right below half because it is a 5 energy skill that deals considerable damage. If additional healing is needed, spam Life Siphon onto all foes in the area for constant +10 regen.

Personally, I don't like Life Transfer. Recharge time is too long, easily shattered.
I don't play in RA, so I'm guessing monks don't pack CoP?
Or even Holy Veil?
Life Siphon is an expensive cover hex.
Life Transfer is not a noob skill or a horrible skill, its just not used as a good skill (because there are better ones out there) in PvP. Skills people who may wonder into RA just for fun, just to feel high and mighty, or just to try different skills (maybe just to help out guild members or something), will be able to get rid of shame, mark of subversion with ease. I'll have no problem getting rid of such spells with my low recharge time and low cost spells. Then I'll take off your hex(es) and heal myself.
A half competent mesmer can give you loads of trouble as well.
I've read in the forums (since as I said before, I don't PvP, so I don't do RA) that just about any build will work in RA. From what I've gathered, RA is the next step up from PvE. If this is true, then your build is pretty good.
I'm not bashing your build, I'd just take off Life Transfer and get Cultist's Fever (since you may need energy if you want to spam certain spells). You'll heal lots, keep energy costs down low and have better survivability (I think).
Otherwise it looks nice.
I'm also guessing you are not yet used to doing interupts yourself, so you use good auto interupts (shame and mark of subversion). When you get more practice in and are able to anticipate quick spells, drop shame and get Cry of Frustration. I love that spell. It drops any action (spells, skills, attacking).
Again, not bashing your build nor your play style.
Hope I didn't affend you or anyone who plays in RA.

it's a hex.
it has a 2 second cast time.
it has a 30 second recharge.
it's an elite.
and it's the cornerstone of this build.
even with a 20 second recharge Life Transfer wouldn't be a good skill.
you're covering it with life siphon, another 2 second cast time.
dont get me wrong, i've played with this shitty skill too. but shite is what it is. i go to RA sometimes to goof around and take advantage of young and bad players. but i take any success i have there with a grain of salt.

Every build has multiple counters to it... so why bother telling him how the build would blow against this build and that build?
As for Life Transfer, some people just want to get the max degen on someone with 2 spells instead of having to use several. It is in RA anyway, most people don't bring hex removing/enchant removing skills.
As for the build, throw in Arcane Echo somewhere, use it in conjunction with Life Transfer.

A Echo - 15e, 2 second charge, 30 second cooldown
transfer - 10, 2, 30
that would rock! think of all the time you'll spend casting!
cover that with siphon and you got one hell of a combo.

LT is fine and perfectly viable. What I am trying to figure out is what is new about this build that we haven't seen and haven't talked over 1000 times already? Seems like a pretty standard LT degen + spike build. I guess you could argue the case that MoS is an interesting spin-off... *rolls eyes*
