I don't think we'll ever see "free" spells; that is the domain of signets. You find a similar situation w/ blood renewal - unless you are going to use it preemptively, which is hard to do w/ only a 10 second duration, then it is pointless. Make the duration 15-20 secs, and the sac only 15%...

But should they lower the sac. %, then you will see professions where people just go: tele>sac>rinse and repeat. The whole point of the 10% sac. is to prevent people from overspamming the skill(as a mere 12+ regen. from your own self simply cannot keep with the 10% sac. AND outside damage) But I guess the 1es are cool since they nerfed Necros' Soul Reaping primarily(getting 13 energy when all you need is 2?) The sigs. are really (mostly) useless offensive wise unless you ran it along the mes line.
