I actually think MoP needs it's recharge reduced to 10 secs. It can be a good skill in a coordinated team, but look at Splinter - it's use is pretty braindead, spammable, and doesn't cause mob scatter. I'd say change MoP's range to nearby, but could be a little too much. Then again, many people assumed the new WoD would get a quick nerf yet it's still the same. MoP also sees no use in any PvP.
I usually take Barbs over MoP, unless I know there's gonna be huge mobs.
