Contagation could work alright with the buff to fragility. It wouldnt be the most effective build, but it could be fun to play. Just make sure you have enough proection either on yourself or on your heroes, as 60al in a frontline position is not the best.

Ok, let me get the negative stuff out the way:
You're saccing a lot of health and inflicting a lot of conditions on yourself with only two ways of regaining health, both of them very limited. You're putting your healers under a lot of pressure.
The actual gain from this is small, compared to the cost. There are far superior ways to spreading conditions among a large number of enemies that don't require large sacrifices or touch range.
You're at touch/adjacent range for maximum effectiveness. The necromancer has 60 base armour. Shadow Sancturary is not maintainable even with Deadly Paradox. You're going to die, a lot.
Getting it to work... well this is harder to talk about.
I do not recommend Touch of Agony. The extra sacrifice coupled with Dark Aura for minimal gain is liable to kill you.
I recommend Deadly Paradox with Shadow Sanctuary. Alternatively, go N/D and take Conviction with a spec into Earth Magic for extra maintainable armour instead, but you lose out on the blind and will have a very messy attribute spec.
Tormented Insignia is vital I would think. I also recommend a shield.
Whilst totally useless in HM, I suspect you could get it to work in NM. I've had some fun before with a Dark Aura build and ran through a few Factions missions with it - Raisu Palace was a breeze with Dark Bond.
Can't remember the exact build, but it was something like:
Vamp Spirit, Touch of Agony, Wallow's Bite, Vampiric Touch, Unholy Feast
Vamp Spirit helped cover some of the sacrifice. Vamp Touch and Unholy Feast were more "Oh shit!" skills.
Can't remember if I brought Sig of Agony.

The main thing about wanting to run a Contagion bomb in PvP or PvE is the fact that you and the other necro need to be well coordinated. In other words, you can't have heroes running this and you need to have practice knowing when to Foul Feast to avoid over-saccing and killing yourself.
Another thing to look out for in PvE is that a lot of creatures you fight are immune to certain conditions which will lose a lot of power, such as undead being immune to bleeding and destroyers being immune to burning.
With this and what has been said earlier, running Contagion in PvE I don't think would be very effective, though through testing with bars and synchronization with other professions, maybe you can find a way to make it work. For example, why does a necro have to be the saccer? Why not make it a warrior or, better yet, dervish.

Fevered - Fragility - "YMLAD!" - Fetid Ground - Enfeeble - "Finish Him!" - Cry of Pain - Signet of Lost Souls
Soul Reaping 10+1+1 Illusion 12 Curses/Death Split rest
If running 1 -> 8, dazes at Fetid, then every next skill inflicts daze. Can use Rip Enchantment, or tons of other PvE skills.

Why even bother with the healing? Why not just add death nova, teleport in, sig of agony nuke, die, get a guy with FomF to res you in under 4 seconds with 0 recharge, get your death stuff up again, go boom again, ect.
Edit: Maybe have a Nuker with Glyph of Renewal and Vengance > Doesthe +25 damage thing work on death nova when you explode? Would it stack with By Ural's Hammer(and would that work on death nova....)

BuH and Vengeance might be quite funny to see. I've used Vengeance in Jade quarry......it didn't go to well with mesmers and Rend enchantments.
