I started my Necro as a minion master in prophesies and stuck with it for a long time.
Its important to remember that your minions will be weak at that level and deteriorate quite quickly.
Use cheap costing fast recharging minion skills, take blood of the master as soon as you can to keep them going.
You can also use monk area effect healing skills these have the advantage of not costing you health but are difficult to use in combat as they also heal the enemy.
Its really not rocket science just put most of your skill points into death and maybe a few spare ones in soul reaping.
Concentrate on keeping a small army going maybe 3 or 4 minions at most and then get more as you get higher level.
Don't try anything fancy until you have enough skill points to make your minions tougher.
If you have access to heroes you can make all your characters a ranger secondary and have a small army of animal companions.
They will not be amazing but they do make a difference at low to medium level.
Party of 4 plus 4 pets plus 4 minions is quite good in the early stages.

Okay, first off: Check the sticky at the top of the page, it's chock full of everything you need to know.
Now, at low levels, your Death Magic and Soul Reaping are going to suck, so you need decent Energy Management to make up for it. That means you don't take Monk as your secondary. Go either Elementalist or Mesmer.
If you go Elementalist, it'll be for Glyph of Lesser Energy, which will take a tremendous weight off of your shoulders until you get your Soul Reaping up to a decent level. Also, if you're leery of spamming Blood of the Master or Order of Undeath without heals, you can take Aura of Restoration in the early levels. The psychological benefit of constant healing does wonders.
If you go Mesmer, you're going to want Auspicious Incantation as your go-to Energy management spell. use this to take the sting out of the 25 Energy Bone Fiends and you'll be on your way to Minion dominance quickly.
As far as minion spells go, avoid Bone Minions. They're de rigeur for Minion Bombers, but that's hero work. Your job is to create tough hard-hitting beasties, and Bone Minions are anything but. Bone Horrors are a solid, middle of the road choice, and Bone Fiends provide strong attack power.
Get yourself some decent Runes and Insignias, and I prefer a Death Magic staff with an Enchanting Mod on it, but that's completely optional. Oh, and avoid Death Nova! It's fantastic on heroes because they can easily target soon-to-die minions, but a human has better things to do.
In any case, you're going to have an easy time of things, because in the early game especially, a Minion Master turns things into a walk in the park.

If you start in Prophecies, and put points only in Death Magic and a few in Soul Reaping, you will easily have minions of higher level than bots. This is why i always suggest to play as a minion master to every low-level necro in Tyria. However, i think that a minion master is quite useful in all three campaign at the beginning.
To play a minion master at low level is very simple: since you won't have much points in soul reaping, you can't do much except raising minions and maybe do some damage with some skill like deathly swarm. The most important thing is to keep up a strong minon army, so don't waste energy using other skills, running the risk of finding yourself stuck without energy when your minions are dying.
I agree that this seems rather boring, but as others have said in this thread, you are expected to reach lvl 20 quickly, and eventually be able to run a better build.
Have fun with your little necro though^^

Which campaign are you started or going to start? What is you secondary? If you are asking for advice for low levels it is important.

- powergaming is wrong advice, sir. If he played GW before he knows already he can skip a lots of content (and sadly a lots of fun) and rush for 20th level + max armor + some strong elite skill (and in Prophecies even end story in matter of hours). But if he is more or less new to GW, why not enjoy low & middle levels?
