It was changed to combine a bar pusher + party heal while doing a pretty mediocre job at both. I mean if you push it on recharge you can probably hit about 4 health per second which is still weaker than the other popular party heals and is going to cost a lot more energy, and the primary heal is pretty poor anyway. I'd just stick with WoH + off-monk party heals.

They just changed it so people will actually use it now. Before the effect isn't good, since it require the monk go up to the front lines to heal. It's in no way a new version of woh

I thought monks were for knocking warriors down repetitively and smiting them while they are down, and poisoning them, and chasing them as they try to flee, then knocking them down again and killing them. Who has time to heal while doing all that?!? :-)

i can definitely see its use in a dungeon like bogroots where you have massive amounts of hexes and conditions. my guild has been running WoH and LoD monks there and it's possible that we could just take 2 HBurst monks now. haven't tried it yet so i'm not really sure how well it would work. probably not though seeing as how the party heal is pretty low.

ok only heals 2 extra party members but with a party of 8 (usually 2 monks) it would work better than healing burst and heals around 150 when u have healer's boon with u or take WoH or any other useful monk elite

Those numbers are atrocious.
When you look at Healing Bursts party heal, it's balanced in between SoR and LoD, which is fine because it also sports an additional target heal, but costs more energy over time.
I can however see why the PvE version may need a slight buff in accordance with the PvE versions of LoD and SoR. With rough calculations, a party heal of 30 puts it a peg above Protective was Kaoli but still weaker than LoD. It's not perfect but I'm pretty sure it doesn't matter in PvE.

This.
In dungeons with heavy requirement of party heals but still needing a bit of single target heals, Healing Burst is really strong.
We've been running it lately and it's very, very nice to run with.

Actually I tried the new Healing Burst and isn't bad, it has the same power as WoH (minus the <50% bonus heal). Though I would agree that it might be better to up the party healing power to have a little more punch, otherwise as it is defiantly more useful then it was before.... better then WoH? I dunno.
How about this everyone around the target member gets the divine favor heal bonus instead?
I think that might defiantly make it more useful and I don't think it would be overpowered considering some people think the Divine Favor Heal as "too puny" as well.

It got buffed to be a very nice elite.
We were previously (in Bogroots at least), running either WoH+RC or WoH+LoD.
LoD+HBurst on 40/40 sets means you can power heal the whole team half asleep.

Oh yeah.... when I was using Heal Burst I was playing with it in RA.... while in a 4vs4 group the party heal would be crap I can see the advantages when your in a 8 man party.
In PvE or maybe 8vs8 PvP I can see the balance issue with the Party Heal now so I take back what I said I think Heal Brust is balanced just fine. The Party Heal+Quick recharge gives it a mini Divine Healing/Heaven's Delight effect

what he said. when we ran it, it was like a small sweep heal every 2-4 seconds, although AoF was like 500% better in every way (and i think the other monk ran WoH).

I like it more than WoH now for hero monks in 8 man PvE parties. Heroes are really bad at hitting the bonus heal on WoH, while this will heal as much or more than WoH most of the time, albeit dispersed. But, I'd probably still run WoH or HB on live players. This is what I have been running on my hero monk and me running prot monk:

Seems to work fairly well...I'm no pro @ PvE though

Takes the party heal to about 30hp, not bad on a 4 second cool down
[Light of Deliverance] and [WoH] also become extremely powerful using this concept
