Tabbing through targets is the best way.
It's a good idea to make your target bar and the enemie's skill charge bar very big when playing your mesmer. The easier to see those two bars the better.
Everyone cycles through targets at a different pace, depending on what they feel comfortable with and what skills they are looking for. Pausing too long is generally called babysitting, and you don't want to do that unless the target you are paused on is the biggest target for the skills you have charged.
It's important to keep messing around no matter how much you get beaten. I get beaten all the time, but everytime I learn something and I get better at the reflexs and feel that can really make a difference with this profession.
Most importantly have fun. If you enjoy the rush and speed of battle you'll love the mesmer the more you play and the better you get. It can be as hectic as a monk sometimes, and quite exhilirating when you get in 'the zone'!
