Armor (you didn't ask, but I'll add this in just in case) : Full health with minor runes, a reduce cripple rune.
Weaponry : some of this comes down to preference, but I'll go over most of the used sets. However, you will want wand and focus so you can get double recharge mods, because that is the biggest issue with dom skills.
Main set;
5^50/20 recharge - 20/+30 focus
Double recharge mods, 20 health, and 5 energy. Alot of Mesmer use a 20/20 wand in this capacity, I've never liked the randomness in cast times on my diversion - the rest of your skills are short enough already. I'm probably in the minority for this, but I don't care too much - diversion is about timing.
Defence set;
+5/+30 martial weapon, +30/<10 armor> shield
This is what you swap to when spikes are incoming, pressure is on you, or you are being a superhero in the enemy backline with blackout.
Set combinations;
Martial/Focus (MoR mesmers don't need the recharge mods as much)
Wand/Shield (I use this alot to take off some pressure against specific damage)
Alternative sets;
Have a 5^50/20 20/+30 set (Same as the first listed) for other stat lines, if you are running any non-interrupt insp skill you will want to swap to this to cast it, in order to get as much benefit out of the recharge. If you are running MoR, you don't need this.
Casting speed mod set (20/20 20/+30, or even 40/40) for MoR as you don't really need recharge, or if you want to swap to try and get out a quicker diversion.
My setup is ;
1) 5^50/20 wand, +30/10 shield
2) 5^50/20 wand, +30/20 focus
3) <variable slot, other stat lines or martial/focus>
4) +5/+30 sword, +30/10 shield
