lol, honestly, both of those builds kinda suck.... in the first one, lose Spiritual Pain, Ether Signet, Energy Tap, and Overload. Replace them with Energy Surge, Wastrel's Worry/Wastrels Demise/Mistrust, Drain Enchantment, and Inspired Hex. For the second one, you need to start from scratch, E-Tap, Firestorn, Smoldering Embers, and Flare all suck. (E-Tap has some uses, but not many). look on pvxwiki.com for pve builds.

Mesmers in PvE need to behave differently then mesmers in PvP. If a build works in PvE, there's no guarantee that it'll work the same way in PvP (and the PvE build you've come to love will probably fail spectacularly in PvP). I have much more experience in PvE than PvP, so I will be taking from the viewpoint of the PvE mesmer.
In PvE, you'll need to know the areas you're travelling through. Most Mesmer skills are conditional, and if used against the wrong monsters they go from being wickedly effective to a pathetic waste of time and energy. Study each new skill you acquire and compare its effect to the monsters you're fighting. Plan ahead, or you will end up being caught off-guard.

Backfire is a good basic hex if you want to be anti-caster in PvE. However, Backfire is more of an insurance policy if you can't interrupt the target quickly enough and an enemy spell slips through. Consider using a few skills like Leech Signet (inspiration), Power Spike (domination) or Power Drain (inspiration). Mistrust (domination) is also a killer, and Backfire will trigger if Mistrust doesn't.
Empathy is something that you can get a good deal of use out of in PvE, if you cast it on something that the rest of your party isn't attacking. It can also be used as a cover hex for your Backfire, if necessary. A solid choice, but be prepared to switch it out if the area you're travelling through calls for something different.
Spiritual Pain is only useful if you're up against enemies that use spirits. These are not particularly common. 99% of the time, you will be better off switching this out for the Sunspear PvE skill, Cry of Pain. Or with Energy Surge (domination elite), if you're willing to give up an elite slot.
Energy Tap and Ether Signet are good in theory, but in practise they often turn out to be horrendous. For other energy management options, consider Power Drain (inspiration) or Drain Enchantment (inspiration). Personally, I prefer to use Mantra of Recall (inspiration elite) for the bulk of my energy managementin most areas, although this skill is weak to enchantment removal and ideally needs a Dervish secondary to get the energy out of it when you need it most. For extra energy management and a bit of protection, try Mantra of Earth/Flame/Frost/Lightning (inspiration), though you'll need to plan ahead and work out which of these skills is going to be the most help to you in the areas you're travelling through.
Another skill that I've found useful in PvE is Signet of Humility (inspiration). PvE monsters tend to have a less than full skill bar, and disabling their elite can make dealing with them considerably easier. You can further disable enemy skills with Arcane Thievery/Arcane Larceny (domination) and Simple Thievery (domination elite). You could also try Blackout (domination) or Tease (inspiration elite) for disabling, if you don't mind taking a few risks and putting yourself directly into the line of fire.

Bring Glyph of Lesser Energy (energy storage) if you want to be a fast-casting nuker. Even though you can't invest in Energy Storage, it'll still bring the costs of your next 2 spells down by 10. If a R/E can use this skill to help manage sustained nuking (which a friend of mine manages to do) then a Me/E can do it even better. Glyph of Elemental Power (no attribute) may also be useful to pump up your nuking abilities temporarily.

I haven't tried this combo out myself, but it could work. The Rt's channeling magic line has some pretty good energy management skills in it, as well as pump out some decent damage. Just bear in mind that if you plan on using any of the spirits, your Fast Casting attribute will not work on binding rituals.

This is what you get if you take the best Mesmer PvE skills and stick them together. Tried and true since Prophecies.
If you're going for a pvp char, you'd be far better off just starting a PvP char, as it will allow you to optimize your skills and equipment much better than having to build all the various sets in PvE.

The usage of rits for the secondary is typically to increase damage and healing.
If you add points to channeling, you can use nightmare weapon and spirit rift. Spirit rift is useful for capping in AB and nightmare weapon is a decent healing spell/damage spell.
