lol with 10 inspiration ether signet is better than energy drain , gives u more MANA (yeah indeed how funny) per second and it is not an elite.
Edit: this way assassin's promise will work greatly imho instant recharging ur ether signet

Its nod a bad build but [skill]echo[/skill] and [skill]arcane echo[/skill] could really spread the love around.
As for energy management put this[skill]auspicious incantation[/skill] on a low recharge skill with a high energy cost.

What the hell :O.
Anyways I think energy drain is a pretty good skill. But the problem is there really isn't much elite options with the mesmer, lets see:
-E-surge
-Hex eater
-Ineptitude
-Expel hexes? (I never use this)
-Migraine ( I know I know not really pve worthy -_-)
-Psychic distraction...(maybe)
These are really the only elites that I would probably use. Most of other mesmer elites really seem to have to work in conjunction with other classes to be useful and we still won't use em :3. Its hard being a mesmer, although its a unique class I think mesmer's builds will usually be the same in pve, empathy, backfire, just different alterations.
But overall your bars seem good, I would use em ^_^. Has anyone tried waste not want not? I love it.

The funny thing is that, although it is a couple of years old, if you read ensigns sticky energy Drain is mentioned throughout the first page. So why dont you go there and complian about it too?
And why bother beating energy drain down by comparing it to mending? Mending is trash, energy drain is not, it actually serves a purpose, it gives you energy.
Actually leaving energy drain out of the bar altogether and using gole instead would be better, but then you would cry that theres no elite, even though it is more efficient then it would be with any other elite instead.
And you contradict yourself greatly saying energy denial is bad in PVE but you would use power leech. Why use power leech if energy denial is so bad? Oh and power drain returns much more energy then power leech does so why bother wasting your elite slot on it XD.
Im not saying power leech is bad, im pointing out how flawed your opinion is.

Energy Drain is not a horrible elite! I however dont tend to use it much, I prefer Power Drain or Leech Signet or Drain enchantment for energy management and then use the elite spot for other things...

They're both decent builds. I haven't used either directly, but I've used elements of each, and found them to be fun and effective... enough.
However, there's nothing in either of them to really encourage someone to take you when they can take a MM, an SS necro, a SF ele, a Barrage ranger, a BH ranger, a DS warrior, an EDA dervish... you get the picture.
Elite-wise, I find Echo is a lot of fun. It means that when you're facing a variety of mobs, you can take a couple of skills for each mob you might have to face (for instance, I've used Clumsiness and Wandering Eye for physical attackers and Guilt and Mistrust for spellcasters) and Echo up whichever skill is likely to prove most useful in the situation you face. Compared to Arcane Echo, it's giving you an extra 10 energy and an extra 10 seconds of use every 40 seconds... while swapping Energy Tap for Energy Drain (assuming you can't find anything better - Ether Signet or GoLE, for instance) only gives an extra 8 every 50 seconds, although failing a use of Energy Tap due to the longer cast time can be frustrating.

In PvP, it is primarily used as energy management.
Way back in Prophecies, Energy Drain and Tap stole the same amount of energy that was given to the caster, and builds had 3+ monks that all had Energy Drain trying to Drain the opposing monks. Back then, it would've been a candidate for e-denial - not now.
