The elite can be anything. If you want hex removal, Expel Hexes is pretty good.

However, considering you're new I would use the first build until you have the skills required to use the second build. As a Mesmer your choices are limited in PvE, and even moreso when you've only got Factions.

Assassin's Promise.
Something in the lines of:
Assassin's Promise
Shatter Ench/Drain Ench
E-Burn
Unnatural Signet (One of my ALL TIME favorite skills! 70ish damage for free? Yes, please!)
Power Drain/Leech Signet/Signet Of Disruption/CoF/Complicate/Power Spike
(Preferably Leech and CoF - although I am insanely partial to SoDisruption combined with Leech.)
Additional possibilities:
Shatter Hex/Empathy/Clumsiness (can just be used for the attack interrupts with low Illusion)/Auspicious Incantation
VG12 - enjoy the coolest chapter of the bunch!

Yeah, PvE skills do take AP into a completely new level - but an elite that pretty much removes recharge times from a selected build AND produces SR like e-gains still is one of the most insane things in the game.
(Especially if we consider what the alternatives for the mesmer are ...)

If you want to play a caster - then necro is the single easiest caster class in the game.
If you want to play a non-caster - warrior. Massive armour and very nice damage also make playing it quite beginner friendly.
BUT if you have your eyes on the mesmer - it being a quite unique class (not only in GW but among other games also) - stick with it. PvE is quite easy and very forgiving - so there is not much fear of choosing a class that will NOT work. It might not be the best option - but at the end of the day, it's enough.

If you like being a mesmer, then play a mesmer and not something else. If used correctly it can be a very useful class.
Two of the best warrior elites are in factions (dragon slash and triple chop) so if you like playing a high-dps, well armored, melee machine you can go in that direction.

Instead of start a new topic I thought I'd ask here.
This is my first time trying to do a Mesmer (not that I have any experience on any other types of toons) and Im just curious where to put the initial 5 points of XP during the opening tutorial?

Since two hours have passed - I am guessing the problem solved itself.
In Factions you are out of the tutorial so fast that it really doesn't matter if you even spend them.
And since you can modify the points in every outpost you land in - it matters even less.
So if you do want end up spending them - look at what skills you get and invest into those lines. Just no need to invest into Fast casting at lower levels. FC does no damage so it's fairly useless - especially when you haven't gained all 200 points yet.

Even at 20, FC above 8-9 does no good compared to putting those points in Illusion or Domination, or even the secondary you choose. As for elites, A Factions mesmer gets Lyssa's Aura in the Electric Light Parade, but Assassin's Promise is pretty much the best option until you go Luxon/Kurzick. Prophecies is the land of the Mesmer, as is EotN to a lesser extent, so either get an elite mesmer tome or pick up one of those. I'd recommend Prophecies for anybody wanting to go Mesmer, anyway.

Choices are sort of restricted if you are Factions only for the Mesmer. Since you have four character slots, keep one for PvP characters and try another couple classes in the other two.
Ranger is very good to play if you are new to the game, and so is Warrior. Important thing, though, is to do what you really want.

To play Mesmer effectively you will need to play other professions as well. Only then you would appreciate what situations would frustrate them most.
Mesmer would then use this knowledge to frustrate other professions by making them feeling PAINfull, CLUMSY, REGRETful, REMOSEful, EMPATHY, IGNORANCE, SHAME, PANIC, SHATTERED, WASTRY, ANGUISH, CONUNDRUM, RECKLESS, the frustration of being BLACKOUT, BACKFIREd and DIVERTed .... and the list goes on. There are plenty of utilities but unfortunately you can only bring 8 skills.
You may be frustrated as a beginner as you may find mesmer skills are conditional, indirect and haphazard in nature to make direct damage.
All in all, you may gradually grow to like Mesmer as a profession once you mastered the skills.

as a new mesmer id recommend looking at the skills of all other proffesions, including your own obviously
this way you can design a build to counter that of everyones. Specifically look at whether the skills opponents use are either skills or spells, that makes a difference when trying to interrupt.
ex power spike interrupts spells, not skills. where as cry of frustration interrupts skills and spells, but only deals damage when interrupting a skill
mesmers are a great pick id say. you just need to be crafty and knowledgable with he skills you use.
