Im trying to complete Prophecies game. Here is my mesmer please comment about my build armor weapons etc.
2nd Profession: Elementalist
Level: 19
Shield: Serrated Shield
Mask: Shing Jea Mask (Armor 60; FastCasting +1)
Chest: Courtly Attire (Armor 51; Energy +5)
Hands: Courtly Gloves (Armor 51; Energy +5)
Legs: Courtly Hose (Armor 51; Energy Recovery +1)
Feet: Shing Jea Footwear (Armor 60; Energy Recovery +1)
Weapon: Wingstorm (Damage +20%)

Attribute points in 8 skill lines which just makes the bar really really weak. Pooling high ish, 6-9 Fast casting and the other points split between no more than 2 other attributes makes a far more solid bar.
5 different attributes on the bar yet as above 8 attribute lines with points in them.
Armor peices are non max.
Weapons are nowhere near ideal or usefull on a mesmer.The modifiers on the wand are ok but the sheild is completely off. This will give you a better example to work from 40/40 weapon set

Not sure where you are in game, but the three desert missions have a great elite (Mantra of Recovery)
Grab a capture signet from a skill trainer in the desert or later and grab that from the mesmer boss.

I would have 9 in fast casting, most in domination, and 9-11 in inspiration till you get use to attribute management. And go to Droks to max armor as soon as possible. Maybe move your character over to Eye of the North or another expansion to earn more gold/skills.

As the others have said, your are trying to spread your attributes to much. A mesmer should generally have 8 FC, 10 Insp and 12 in the attribute you want to use. Put runes on top of that and shift around the attributes untill you reach breakpoints to maximise potential.
Your wand is good for a domination bar, look at getting a focus with the same stats, such as The Mindsquall.
You should try and get max armour for all your pieces, head back to Kaineng Centre and get the kast few pieces of AL60 armour.

I'd like to repeat what has already been said. Your attributes are spread way too thin. The end result? You are mediocre (or even horrible) at everything and you excel at nothing. Given you're currently lvl 19 and with non-max armor I can only assume you are new to GW. You have a lot to learn still.

It is pretty terrible. First, remove points from earth and water (no point, no skills in those att lines used.)
Second, Drop Lighning Javelin, Conjure phantasm and Ether feast and replace them with domination or fire skills and resurrection signet.
It will still be pretty terrible, but much better.

Come on, Conjure Phantasm and/or Fire Storm are almost always in any bar made by new people to the game, specially if they started on pre. I bet my Me/N from 4 years ago didn't look much different.
To the OP: If you want to kill faster, as a general advice, just concentrate on your main profession and put all your attribute points in 2 or 3 lines. As a mesmer you would want to run 14 domination or illusion, around 8 fast casting and around 10 inspiration, and then choose your skills accordingly. But given that you are still lvl 19 and that you probably still have to do the +15 attribute point quests, I would say just keep playing with the general advice of this thread in mind, and you should do fine.
