Why Are Mesmers OP?
I quit playing a while ago to play League of Legends, but I stopped because the game isn't moving fast enough for a MoBA. I decided to come back to GW in order to build up my HoM for GW2; however, I quit when Mesmers were considered weak. I read up on the big Mesmer patch, but what exactly did that change for Mesmers? Why are they now considered OP?

Because the elementalist role issues in hard mode PvE finally dawned on a larger population of players in that elemental damage is weak. In speed clears a lot of it isn't the mesmer, but the Shadow Form assassin who can ball multiple mobs with sudden spikey stacked up damage. Why not look at the mesmer skills for yourself so you can decide for yourself?
It's really more of an issue of roles being too blurred and elemental damage compared to physicals and non-elemental casters (ritualist and necromancer as examples) against high armor.

The short answer is that they a) changed Fast casting to make most casting time +-10/15 sec and b) buffed the damage potential of a lot of skills (either buffing numbers or adding numbers).
To answer the question, the only plac ethey can be considered OP is in PvP, that didn't change. But they are now decend dmgdealer in PvE.
They now are viable (not the best, but viable) AL-iignoring dmg dealer. I'll try to get the update note of that update, just so you can see the list of change.

Asking such a simple question after we gave you so much information to start off by. They are in a good enough position for you to make one yourself if you enjoy the profession, but a lot of it depends on you and how you play.

I think what you have heard of was the pvp FD mesmers which got nerfed a week ago(?), tho you still have some mesmer bars that can shutdown ppl easily.

PvE mesmers have incredibly potent shutdown such as Panic, Keystone Signet, Psychic Instability etc. They also deal huge amounts of armor ignoring damage usually while or after shutting down mobs.
In PvP they are just as dangerous for their shutdown capabilities while dealing armor ignoring damage. A person with super low ping and fast reflexes can make an interrupt mesmer the worst thing to ever go up against.

I'm thinking of either making a Mesmer or a Warrior... I want to do dps and not have to deal with people at all (yay 7 heroes). Which would be better? I used to love the old Mesmer, but now I'm not so sure if i'll enjoy the new one... I liked being the underdog.

If you are looking for dps, try Assassin. Using heroes that run Strength of Honor, Splinter Weapon and Orders make the Sin so much fun. You basically run from one enemy to the next, and tear them apart and anyone unfortunate enough to be close by.
Supposedly Dervish is even better, but I haven't had any luck finding that same experience as playing a Sin.

I think the Dervish is being overrated at the moment. I still find the DPS that my Warrior puts out to be greater than any of the 'Meta' Dervish builds. And dervishes still feel much squishier than warriors even with that armor boost form mysticism.

To answer your question, I'd say mesmer is now a good dmg dealer, you can kill quite fast. But over all, far from the power of sin/rit/warrio+necrocombo.
Mesmers are still a shutdown beast, but they're shutdown options are a lot better (ineptitude, Panic) and I think the best dmg they have is still throught interupts. At least to spike 1 foe.
If you liked the old mesmer gameplay, they still have it. They're just better at it now. You can kill and do the mesmer.
added : For H/H gameplay, Unless you target high-end areas, I think all classes can H/H everything, maybe with different gameplay sometime. But from personnal experience, I feel mesmer is a better class for H/H. But you lose intelligent tanking. I alway felt my mesmer bars had more optional slots. No need to bring stances+adren-boost + other utilities. Your whole bar is devoted to optionnal utilities

#1 reason memsers got moved to the spotlight for high-end sc's wasnt because they got buffed that update, its because that same update increased cast speed got capped. essance + redrock no longer gave insane cast speed, though mesmers get essance + fastcast
