At the moment I'm running:

Shrinking Armour
Fragility
Accumulated Pain
Fevered Dreams
Ether Signet
You Move Like A Dwarf!
Oppressive Gaze (Necro blood skill, apply 13dmg and weakness and poison for 4 seconds)
Auspicious Incantation

10 Fast Casting
12 Illusion
8 Inspiration
2 Blood Magic

My cast routine is Fevered Dreams, Shrinking Armour, Fragility Accumulated Pain, Move Like A Dwarf, Oppressive Gaze, Auspicious Incantation, repeat (occasionally pop Ether Signet). In addition to a lot of damage, degen, the cripple/KD/daze also gives me a lot of versatility. Is it an okay build?

Consider going Me/E and taking Ash Blast since blind>weakness
While Auspicious is useable, Ether Sig plain sucks. Drain Delusions alongside Fragility is worth bringing though it's 4e breakpoint is at 10 Insp
FH is much better than Accumulated Pain though if you were to insist upon it then DD would become even better
I dislike Shrinking for the same reason as APain; its not instant and you will have already supplied all the conditions FD needs by that point

The main problem I have with your FD build is setup time, which the PvE skills should essentially nullify.
