Secondary Elementalist > Primary Elementalist ?!
I am a little confused.
A friend of mine is a Monk/Elementalist and I am a Elementalist/Necromancer. Our Water magic levels are the same, yet his Water Magic spells are way better than mine (The same does not apply to Air Magic). I have not actually looked at the other types yet.
Why is this ?!

That is odd.
If they're the same level (and your characters are the same level), then your spells should have the same effect against the same enemies.

Perhaps the weapon you're using? Did you test on the same level and type of enemy creature?

Your friend is pulling your leg?
The fact of the matter is, if two different people have 10 Water Magic, their spells will show the same damage in the skills list (for example, Conjure Frost will show +11). Your attribute level is the only determining factor. An elementalist is an elementalist. Primary or secondary makes no difference, it's the same damage or same effect for the same atttribute expenditure, either way.

Attributes are all that matter for the base spell damage, which is what you see in the skill description. Same attribute = same base damage.
In application, though, higher level = higher damage. Actually, it's lower level = less damage. You just don't notice because the monsters AL is scaled to take about the right amount of damage from your skills/spells when you're the appropriate level. When you go back to an area at a higher level, even with the same attributes, you'll find yourself doing significantly more damage.

the advantage to running a primary elementalist is the inherent effect of energy storage, as with most professions, these inherent effects greatly improve all the other skills that these people use in some way. For an ele, it makes his energy a LOT more than any other class, thus allowing him to get off a LOT more powerful spells a LOT faster. I think the best thing about having a secondary ele is using small, cheap skills that are going to benefit your primary class the most. For instance, the best idea of this is a W/E where the warrior could be wielding a fire dmg sword and use conjure flame on himself to do extra dmg.

either way, your friend can only get 12 points in water, you can get 16, therefore your water magic will be stronger in the end.
