I think he meant what profession to choose rather than what element. =)
Nevertheless my answer would be: there is NO profession, that would deal more damage than an elementalist, so just chose pure elementalist skills + maybe some protective ones from any other profession (look at the skill listing - most professions got protective skills/spells - even elementalists for that matter but then you would probably have to concentrate on two elements rather than one).
As for the choice of secondaries - you know, Elementalists are often chosen for their Energy Storage attribute - this makes them very useful as a kind of "primary-secondary class" - so you choose an Elementalist and only spend points on Energy Storage and put the rest in your secondary attributes. =) Unless you're into such a thing it pretty makes no difference what profession to choose. A Mesmer with Inspiration Magic would be nice though - not because of the damage, but because of energy management - no matter how deep your energy pool might be - you'll run out of mana at a certain point of time and then Inspiration Magic would help you to re-gain your energy and as a result you would be able to deal damage again. =)
P.S. There is no IDEAL secondary profession. Just think what you want to achieve and match your secondary with your playing style. The "deal damage" line is too general to give you any good advice - especially since Elementalists alone deal LOTS of damage. =)

To deal the most damage? Depends on wich elite skill you want to use.
If you're going ether renewal (only really works WELL with fire) you can go pure elementalist and whatever secondary floats your boat. If you aren't going to use one of the elementalist energy spells I'd go with mesmer.

Warrior Tactics, Balanced Stance, so you can't be knocked down
and technically a W/E and W/R can both outdamage an Elementalist on single targets under the right, and easily reached circumstances.
A M/E with Lotsa fastcast though... mmm tough one =P

well to be honest the elementalist is already the best to deal the most daamge. what you want to do is what Awol stated add mesmer so you can steal energy to keep the elementalist going. Im currently a E/Monk right now but as soon as i can change that i am to Mesmer

To deal most damage an ele/me would work best. However, I think an ele/mo is best, as you already deal huge amounts of damage from your spells, and you now have the ability to heal yourself. (Relying on other monks, especially Alesia, is pointless - they rarely heal when needed.)

An Ele/Ra is a good choice for a high damage build. Take a stance like Serpent's Quickness to reduce the recharge on all of your skills and you'll be able to fire off your high energy spells faster, provided you can keep your energy up. Another good stance to look at is Storm Chaser- speed boosts are always useful, as is the extra energy from elemental attacks. (Not that stances don't stack, so you have to use one after the other.)
