My ranger tried this and it worked for a bit, im not exactly sure of how many att points i put but spell list goes like this
Troll Unguent
Poison arrow
Kindle arrows
Conjure flame
mark of rodgort
Favorable winds
Penetrating attack
Glyph of lesser energy

Basically What you do in this build is mass degeneration, with fire and poison, u make the favorible winds, then kindle and conjure flame
cast glyph of lesser energy, then mark on the enemy, and keep attacking, the enemy will have 11 degen for the duration of the mark, and take a lot of dmg, also running wont help as well cause of the favorible winds. You can consider bringing precision shot instead of penetrating attack if they try blocking or evading.

Builds that get utterly destroyed by hex breaker or any type of hex removal usually aren't a great idea. Also, in my opinion, any ranger build that lacks tiger's fury is just silly.

As long as the enemy don't remove those conditions (which i highly doubt) then its pretty good to take down a single target quickly but your combo is really easy to break, i've used this a while back and things sort of centers around mark of rodgort, didn't find it too efficient and most good teams will stop it. You should try and take advantage of tigers fury.

Incendiary Arrows does pratically what your whole build does but better, since its more energy efficient, and interrupts, so the degen is much more likely to work, especially if you're targetting an enemy monk. Serpent's Quickness is a viable alternative to Tiger's in certain builds, but not this one...so yeah, follow advice.
