So now I use Ice Spear (for up close and personal), Shard Storm (to slow them a little), Blurred Vision (so that foes have a 50% chance to miss with attack), Ward Against Harm (adds armor 63 against fire, 25 armor against other damage as long as they stay in the ward (elite), Glyph of Lesser Energy, Armor of Mist (just in case), Rebirth (for when things don’t go real well), and Water Attunement. Is it perfect? Probably not, and I’m sure that some people will say that if you use this, or that then it would be better, but I have been pretty successful with it.
I always tell the group that I am with that I am not a nuker. Mostly when I tell them what skills I am using they are ok with it. Although I did get kicked once because they just had to have a nuker. You don’t see many water elementalists out there. This is for PVE. I have 16 in Water Magic, and 12 in Energy Storage, and I use Flints Fleshcleaver.

Sounds like a decent PvE build - I always take Maelstrom in PvE though, just for annoying spellcasters or monks or whatnot - it often interrupts better than meteor shower. I also found that not spamming the spells is key to keeping energy up - try to time the water "nukes" when they'll do the most good - deep freeze as the mob aggros, etc. I found that when I held back just a little bit on casting things like deep freeze or maelstrom, and didn't cast them just because i could, i had plenty of energy without a glyph.

Most Annoying PvP Water Ele Ever:
1) Mind Freeze (E)
2) Shard Storm
3) Deep Freeze
4) Ice Spikes
5) Armor of Mist
6) Water Attunement
7) Aura of Restoration
8) Res Sig
I made this just to screw around with meleers. And runners. Basically, what you do is Mind Freeze their monk, and Deep Freeze/Ice Spike the pack of warriors running at your monk. Then you can run around a bit, recasting MF/DF/IS as needed. Shard Storm is just to make fun of those pissed off warriors trying to get you, and you follow it up with Armor of Mist to further frustrate the bastards. You can be awesome support for your team if you do it right.

I'm working on a water build right now myself. It is definitely a challenging build because, in general, you don't get the spike damage (unless you spam spear). Air ele's, again in general, run out of energy so fast, earth ele's are characterized as defense, and fire has AoE. What's water good for? Slowing them down? Wahoo. However, I think that each build is totally dependent on the individual. So, with water ele builds, the key is to find one or two skills or methods of play that work for you, and build from there. Is this all really obvious? Yup. Anyways, just my two cents on the subject.

I have been having fun drawing agro and then using frozen burst to slow them. Then I use lava front -- under the new recent patch they run from AoE damage. But with burst they run slow and draw some lava damage. After the AoE is over they come back and I repeat. It is pretty funny to watch. There is no better armor against warriors in PvE anymore than the AoE spells.
