A general word of advice, especially to anyone new to the game, is to do ALL the secondary profession quests before choosing one. ESPECIALLY in Factions, this gets you a ton of XP without much more work. Just break them down into area - do all the Sunqua Vale quests first, then grab the level 6 henchies in Tsumei and do the quests in Panjiang Peninsula, then head back to Tsumei, go through the mountains and do the Revenge of the Yeti quest, then hit up Kinya Province to finish out. Doing this for the first time should take you around 3 hours if you don't already know where everything is, and by the time you talk to Togo and actually choose your secondary, you should be level 10-11.
A word of advice, do the first Mesmer quest first - Mei Ling will ask you to remove a hex on some priest at the Shrine of Maat and give you Shatter Hex. This is the only quest that REQUIRES you to use the spells they give you, so do it first and get it out of the way, THEN do the quest for the secondary you want. Get those skills and use them throughout so you get some experience with them. There are ways around what the game tells you to do on some quests. For example: the Sunqua Vale Monk quest tells you to heal the warrior student - screw that. Go over, kill the Monk NPC healing the enemy warrior, then go kill the Warrior.
While it's not exactly NECESSARY, I would advise you to re-roll your character and do all the secondary quests this time. Otherwise, you're going to finish Shing Jea island at like level 12 or 13 instead of 17-20, and you're going to be torn in half when you reach the mainland - that I can promise you.
As for the insignia training quests, I think you'll find them easier at level 10-11, and you should be using the skills Ng gives you. Replace Rez Signet for those, you're going in alone, you don't need it.
