Heya,

Well, a lot of information already exists in stickies here on the forum, as well as on the main site. You'd be best to look through them and look around with the search feature if it's up. You'll get more help, faster, that way.

Since you're new and have a fresh character, you should know what you're doing basically since you're done with pre-searing and you're in old Ascalon city. You're a Ranger/Ele with low attribute points. So you're not going to be doing too much quite yet with your Ele side of things. So you should probably focus on the Ranger a bit.

Early game, you can be a decent damage dealer, or even a bit of a tank due to better armor than casters.

Look at whatever skills you have the most of for your Ranger. Choose to be offensive or defensive. Put attribute points into which ever you have the most of (for example, if you have a lot of marksmen skills, attribute points in marksmen will make them better--as well as up your damage and use of bows in general). Try to use what you have.

And look at all the resources that are already here for you

Cheers!

^ A new ranger should start out focusing on your Primary.

I'd use a template like this:

1-2 attack skills
1-2 interrupts
1 Evasion
1 Self Heal
1 Rez Sig
1-2 Utility skills

I'd also take a look at the great Expertise Guide they have here at this site, or on Guildwiki, and learn and love the expertise breakpoints. As for specific skills, you'll learn which skills you like, an which you don't, but if you follow that template, you can try out any number of skills and get a feel for them.
