For a pure fire ele in pve:
sup fire
minor e storage
rune of vitae
rune of vitae
rune of vitae
With +health armor, since you don't really have reliable +armor available.
+10 while enchanted is another option, especially if you're covering fire attunement with aura of restoration. I just prefer +health to give a larger buffer against tougher monsters with armor ignoring skills.

What no Vigor?
I'd recommend, for that sort of character:
Superior Fire Magic
Superior Vigor (or the best one you can afford)
Rune of Vitae
Rune of Vitae
Rune of Vitae
For PvE I prefer +armor to +health. If you only get one set I would be inclined to take Pyromancer's armor - +10 while enchanted is also rather good if you are running enchantments in your build.
Peace,
-CxE

Whoops. Yeah, sup vigor is great, if you're starting out get a major.
I prefer +health, but mostly because I don't want to have to buy a 4th set of armor (prismatic, archmage, and an old aeromancer set).

for Max Amor..get Geomancer insignias full body.. here is how it work
Each Geomancer give you 10AL for earth and 10AL for elemantal dmg,
get this NF skill: Stone Striker, Detail: Enchantment Spell. For 5...25 seconds, whenever you take or deal elemental or physical damage, that damage is converted to earth damage. require only 5energy.
So, you will have armor for all elemental dmg and physical dmg.( you won't have armor for holy, chos, etc. but i think pretty good for dmg.) , pretty much like war armor..
I use that on my ele all the time..and you don't have to have lots of earth attrib. i just put on 9... and i still go fire 16mx.
hope this help.
For got one more skill..
Put on Mantra of Earth ..<---Awesome..

Just a point: Ensign's or Thom setup is the best if you ONLY plan on using fire. I'm cheap, and like changing up my builds a lot, so I usually run with
Sup Vigor
Sup Fire/Earth/Water/Air
Minor Energy Storage
Minor Water
Minor Earth
+10 AL while enchanted insignia.
20 less health than their setups, but easier to change builds, so you don't get stuck carrying around 4 sets of armor :P

Tip - Always stick your elemental attribute rune on your headpiece then it's the only thing you need to swap out of your armour setup. I stash a superior of each element on their respective hats.
For fire pve I tend to run
Prophecies only: Hydromancers (as it's the best armour for the Shiverpeaks)
Factions: Battle Mage (+ 10 vs physical)
Nightfall : Stalwart insgina (+ 10 vs physical)
Superior fire (12 +1 +3)
major vigor (never had a superior, never had one drop!)
Minor e storage (whatever's left)
vitae
vitae
I prefer +10 vs physical as I rarely run out of energy so don't find attunement runes useful, and it allows me to take a few whacks before I start kiting if something breaks aggro. Currently running a mix of Factions and Nightfall armour, with Battle Mage on the hands and legs and Stalwart on the rest, which amounts to the same thing. You shouldn't ever need radiant insignias with decent e-management.

I use all four elements, I just bought myself some new armor so I use:
Superior Water: (12 + 1 + 3)
Superior Air: (12 + 1 + 3)
Superior Earth: (12 + 1 + 3)
Superior Fire: (12 + 1 + 3)
ONE of the above
plus..
Superior Vigor
Minor Energy Storage
Minor Water Magic
Vitae
I keep a rune of minor water magic on there just since I occaisionally like to have an Air + Water build... My armor itself is now the 15k Aeromancers...that's all pieces with +10 armor vs elemental damage and +10 armor vs lightning damage. Means I'm good vs Margonite Sorcerors and Ritualist Bosses - Armor was chosen for looks mind you. I also have a set of Canthan which has *cough* rather mixed bonuses.

I also am an Ele of all Elements, so I do the hat thing too.
As for my other armor, I'd have them all if I weren't so limited, but as it is I keep two sets. A Geo set for the StoneStriker/Mantra of Earth thing, and a Tempest set with some random minors for this weird runner build i have, and a couple of Attunement runes. Of course both sets have Vigor runage I keep on the boots.
Had I room, my third set would be battlemage, but as it is I'm keeping two staves per element. I don't see how other Ele's have room for wands/offhands. My bags and beltpouch are full of just the stuff I use. Grrr.
But as for you,the OP, I don't know, just depends on your playstyle. Battlemage is great vs. physical dmg. but you stand to fall down whenever you come across a couple of hi level Ele's. Pyro, Geo, Aero, and Hydro will always give you at least +10 AL vs them but you'll be schooled by the melee monsters. Tempest seems like the safest choice if you keep yourself enchanted most of the time. I think it may be a good idea if you're relatively new to the field and whichever armor you choose to go with Vitae runes where you don't have Vigor of your Element runes until you get very familiar with your own builds and the monsters you often face.
