Unless when used under a HCT set with +energy, the 2 seconds of casting every 10 seconds to replenish energy seems like a waste when you could run attune and keep spamming away, especially since it's elite. Plus, it'd be nice if the build had some self defense or support built in, like in a bsurge build.

It's "ok"...if you can be bothered to watch your energy bar all the time - I can't...and on the odd occaision I have used it I just find myself needing to use it way too often. It does help in areas of high enchantment stripping, or if you're not using Elementalist damage skills, but whenever I've fought Deatroyers I've only occaisionally been the target of their enchantment stripping, and since I cover Elemental Attunement with Air Attunement, I usually manage to keep the more important enchantment, usually both of them.

If you want to insist on being a damage dealer something along those lines is the way to go. Shatterstone, Glowing Ice, Vapor Blade, GLE, Alkar's Acid, Blurred Vision, Water Attunement is what I kept settling on; I like Energy Blast as well but it simply does not recharge fast enough.

Well this topic kind of doesn't make me all hyped for fighting the destroyers with my elementalist. I'm thinking of bringing condition skills like Shell Shock, Enervating Charge and / or Blinding Flash, and stacking an Epidemic on top of it. Do you guys reckon that could work?

Several posts have said that's the way forwards

Take Alkar's Alchemical Acid if you can get it.

The conditions an Elementalist can spread is the best thing they could do in my opinion...Most of the Destroyers are Rangers and Warriors, all of whom would be affected by Shell Shock and Enervating Charge, and shut-down by Blind.
