Whatever campaign has the best-looking characters. That's all that matters, in the end.
Naturally, Prophecies.

well, making an ele simply for water is like buying a bmw and only driving on the first gear, what i mean friend is, think about what campaign is the easiest startup for a new character and has the looks you favor, then go with it. i only hope that my advice can be of assitance.

p.s. if you're not snaring or something for pvp or a speciality build, the other elements are better for pve generally.

As per usual in these "what campaign to start in" threads, the advice is simple.
Assuming you own all the campaigns, it's mostly a cosmetic choice, as you can eventually get to all the skills you want no matter where you begin.
Prophecies takes F-O-R-E-V-E-R to level up, and don't forget the irritating, out-of-the-way quests to max out your atts. But, most people seem to prefer the appearances of characters here.
Factions and Nightfall are easier to level up in, and basically give you your extra attribute points along the way. However, because of all the sunspear points required to advance the campaign, I prefer to start in Factions if it's between these two.
Ultimately, once you travel the world, the only difference between your options is what face and hairstyle you start with. So pick a back-of-the-head you're comfortable with and get ready to tear your hair out over using a water ele in PvE =P

Factions. Im not absolutely sure about the other campaigns, but in factions you can solo pretty much all the way to shiro without heros or real people.

Suposedly, you get the most skill points starting out in Nightfall, but I don't think it's by much.
But it's mostly your choice. Proph has the most free skills, but takes forever to get anywhere. Factions is pretty quick but has no frills, Nightfall gets you Heroes early and some nice PvE skills.
For free skills, I'd say Nightfall (Hero trainers = Nearly free skills) or Proph (Lots of quest skills), but it's ultimately up to you and what you want. Go with what you think looks best is probably the best.

Its funny the original topic was ONLY asking where to start off a Water Ele.
But a lot of people with bias start telling him how bad Water ele is in PvE.
Anyway, I'm a Water Ele ever since Prophecie, both Pve and PvP. Water does very nice crowd control with FINE dmg! Yes the dmg is okay with max water attribute. MAELSTROM work on PvE casters enemies, u can arcane echo it and shut down groups of casters. (Fire Ele does poor job on that as MS only KD every 3 sec, and Maelstrom interrupted each sec) And most of the enemy in PvE don't often dodge it.
Back to topic, Water Ele for the looks u should go Prophecie! If u own all the chapters, start one in Prophecie, try to have a friend run u from Ascalon to Lion's Arch, then u can enter Faction and do quests in the earlier area. Those quests offer u 3k experiences each and often they are easy!
Once u reach level 20, u can go back to Prophecie, run from Lion's Arch to Temple of Age, then run south to Santum Cay, and fast track to Crystal Desert for your first 15 attribute quest, then later on the other 15 attribute in south shiverpeak. (South shiverpeak u get to capture Ward agasint harm the only water ward elite spell)

[Shatterstone] +1 for Factions
[Icy Shackles] +1 for Nightfall
[Water Trident] +1 for Prophecies
If you're going PvE then it doesn't matter. Water is more for PvP anyway.

If you have all the campaigns, it hardly matters where you make it. Just pick the campaign with the one you think looks best. You can go between campaigns to get the skills anyways. It doesn't really matter what ele you want to play, though I think in prophecies you get mainly fire skills at first. But then again, that's what tomes are for.

As others have said, pick the one that has the best looking character.
But get max armor and shatterstone asap.
